SPECIAL MEETING
July 14, 2025
A. Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke
at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce (electronically), Ben Sinclair. Absent:
None
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance
Director Linda Burkhart, Accounting Manager Rachel Downing, Public Works Director/City Engineer
Rudy Koester, Community Development Director Andy Kass, Parks & Recreation Director Matt
Jermier, Human Resources Director Michelle Lindsay, Director of Marketing & Communications
Heather Behrens, Technology Services Director Son Le (electronically), Police Chief Chad McCluskey,
City Clerk Rebecca D. Schuett.
C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council
Member Bottenberg. Results of vote: Ayes: Bottenberg, Crone, Grove, Sinclair. Nays: None. Absent:
Pierce (due to an audio technical issue). Motion carried 4 — 0 — 1.
D. Action Items:
1) Resolution: Consideration of approval of a resolution approving temporary use permit for
Holmes Murphy and Classic Events & Parties [2727 Grand Prairie Parkway] — Council Member
Sinclair moved to approve the resolution; seconded by Council Member Grove. Community
Development Director Kass reviewed the application for a July 17 Holmes Murphy employee event.
Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Motion carried 5 —
0. (Resolution #2025-279)
2) Resolution: Consideration of approval of a resolution approving temporary use permit for
Lutheran Church of Hope Waukee [305 NE Dartmoor Drive] — Council Member Crone moved to
approve the resolution; seconded by Council Member Grove. Community Development Director
Kass reviewed the application for July 20-29 vacation bible school. Results of vote: Ayes:
Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2025-
280)
E. Work Session:
1) Iowa Confluence Water Trails (ICON) update — Stephanie Oppel, ICON Executive Director,
presented the organization's values and priorities, economic significance, health and quality of life
benefits, projects and estimated revenue for water trails initiatives.
2) City partners presentation: WayPoint Resources — Melissa Stimple, Executive Director of
WayPoint Resources, reviewed the organization's vision, mission and values; FY2025 programs
and services; funding resources and how City funding is spent; strategic focus; and how the City
can continue to provide assistance.
3) Comprehensive Development Plan update — Community Development Director Kass discussed
progress made to date on the plan update, including key findings, and next steps.
4) Road and infrastructure project updates — Public Works Director/City Engineer Koester and
Parks & Recreation Director Jermier provided an update on various projects under construction.
5) Waukee/West Des Moines annexation moratorium agreement discussion — City Administrator
Deets reviewed the current agreement and proposed several changes.
6) HF 706 Training requirements for newly elected and appointed officials — City Clerk Schuett
reviewed the Iowa Public Information Board (IPIB) Advisory Opinion on the training requirements.
F. Council Liaison Reports — Report made by Mayor Clarke.
G. Comments
Council Member Bottenberg moved to adjourn; seconded by Council Member Sinclair. Ayes: All. Nays:
None. Motion carried 5 — 0.
