AGENDA ITEM: Public hearing on an ordinance to amend Chapter 169, Zoning
Ordinance, City of Waukee, Iowa, by rezoning certain property from C-1
[Community and Highway Service Commercial District] and C-4 [Office
Park Commercial District] to K-RR [Kettlestone Retail Regional
District] (Giles Property)
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: The owner and applicant is Bricktowne Piper LC. The
property is located south of SE University Avenue and east of Grand Prairie Parkway, containing
51.68-acres.
The property is located within the Kettlestone Corridor. The request is to rezone the property
from C-1 (Community and Highway Service Commercial District) and C-4 (Office Park
Commercial District) to K-RR (Kettlestone Retail Regional District) for future commercial
development.
Notification of the rezoning request was sent out on August 15th. The rezoning signs were placed
on the property by the required deadline. Staff have not received any correspondence for or
against the request.
The concept plan provided shows a total of 10 commercial lots. As part of the improvements to
the property, SE Glacier Trail will be extended from the south, out to Grand Prairie Parkway.
The K-RR district permits typical commercial, retail and office uses within the Kettlestone
Corridor.
The Kettlestone Master Plan shows the subject property as retail community, mixed use, and
office. The proposed zoning designation of K-RR will permit generally similar uses as the retail
community, mixed use and office districts.
The proposed rezoning is generally consistent with the Kettlestone Master Plan and the existing
surrounding land uses.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the rezoning request on August 26, 2025, and
recommended approval:

Commercial District] and C-4 (Office Park Commercial District) to K-RR (Kettlestone
Retail Regional District) [Giles Property]
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a rezoning for a
commercial development, as requested by Bricktowne Piper LC, represented by Erin Ollendike of
Civil Design Advantage.
The property is generally located south of SE University Avenue and east of Grand Prairie
Parkway, containing approximately 51.68-acres. The applicant requests to rezone the property
from C-1 (Community and Highway Service Commercial District) and C-4 (Office Park
Commercial District) to K-RR (Kettlestone Retail Regional District) for future commercial
development.
Notifications to adjacent property owners were mailed on August 15, 2025. The rezoning signs

The proposed zoning district is generally consistent with the land uses identified in the
Kettlestone Master Plan. Staff recommend approval of the rezoning for Giles Property

Motion by Commissioner Lohse for Approval of a Rezoning related to a change from C-1
[Community and Highway Service Commercial District] and C-4 (Office Park Commercial
District) to K-RR (Kettlestone Retail Regional District) [Giles Property], seconded by
Commissioner Tuel. Ayes: Beenken, Lohse, Tuel, and Bannister. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Hold the Public Hearing.
RECOMMENDATION: Hold the Public Hearing.
