SYNOPSIS INCLUDING PRO & CON: Bids were received on August 26, 2025, with four
general contractors submitting bids. The engineer’s estimate for the project was $261,000.00. The
apparent low bid was submitted by Iowa Signal of Grimes, Iowa in the amount of $235,174.21.
Snyder and Associates recommends award of the contract to the apparent lowest bidder, Iowa
Signal of Grimes, Iowa, in the amount of $235,174.21. This bid is approximately 10% below the
engineer’s estimate. Iowa Signal has successfully completed several traffic signal improvement
projects for the City of Waukee over the past 20 years.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $235,174.21

STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding
the contract to Iowa Signal of Grimes, Iowa in the amount of $235,174.21. [SE L.A. Grant
Parkway & SE Esker Ridge Drive Traffic Signal Project]
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE SE LA GRANT PKWY & SE ESKER
RIDGE DR. TRAFFIC SIGNAL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the SE LA Grant Pkwy & SE Esker Ridge Dr. Traffic Signal, described in
the plans and specifications heretofore adopted by this Council on September 2, 2025, be and is
hereby accepted, the same being the lowest responsive, responsible bid received for such work, as
follows:
Contractor:Iowa Signal, Inc.,of Grimes, IA
Amount of bid:$235,174.21
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Dear Rudy:
Bids were received for the SE LA Grant Pkwy & SE Esker Ridge Dr Traffic Signal project at
2:00 p.m. on Tuesday, August 26, 2025. Four bids were received and opened ranging from
$235,174.21 to $413,223.06. Our opinion of probable construction cost was $261,000. The low
bid was submitted by Iowa Signal, Inc. of Grimes, Iowa. We were pleased with the interest from
contractors and the number of bids received.
The low bidder is primarily a signal contractor, performs larger signal maintenance work, and
has constructed several of the traffic signals for the City of Waukee.
We recommend award of the contract to the low bidder, Iowa Signal, Inc. They have a long
history of successful projects and are fully capable of successfully carrying out the requirements
of the contract.
