HomeMy WebLinkAbout2025-09-15 G03 FY 26-27 HMA Resurfacing Program_PHAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 15, 2025 AGENDA ITEM:Public Hearing on plans, specifications, form of contract and estimate of cost [FY 26-27 HMA Resurfacing Program Project] FORMAT:Public Hearing SYNOPSIS INCLUDING PRO & CON:The FY 26-27 HMA Resurfacing Program Project, consists of hot mix overlay with milling of the existing asphalt surface, curb and gutter replacement, sidewalk construction, manhole adjustments, and associated cleanup and restoration on the following street and alley segments: Base Bid Locations: • 4th Street from Ashworth Drive to approximately 250’ north of Laurel Street • 5th Street from Ashworth Drive to Laurel Street • Maple Street from 5th Street to 4th Street Bid Alternate No. 1 Locations: • North-South Alley between Locust Street and Walnut Street and 6th and 7th Streets • North-South Alley between Walnut Street and Ashworth Drive and 6th and 7th Streets • East-West Alley between Walnut Street and Ashworth Drive and 6th and 7th Streets • Walnut Street between North-South Alley to 6th Street Bid Alternate No. 2 Locations: • Laurel Street between 6th and 4th Streets This project is included in the approved FY 2026-2030 Capital Improvements Plan with a total project budget of $2,000,000. The project shall be completed by September 25, 2026. All construction activities on both 4th Street and 5th Street must occur between June 1, 2026 and August 31, 2026 to minimize impact to school and commercial traffic. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends holding the public hearing. RECOMMENDATION: Hold the Public Hearing. At said hearing, any interested person may appear and file objections thereto or to the cost of the improvements. This project includes the furnishing of all labor, equipment, and materials for the construction of the FY 26/27 HMA STREET RESURFACING PROGRAM, generally described as follows: Base Bid: The Base Bid project generally consists of a Hot Mix Asphalt (HMA) overlay with milling of the existing asphalt surface, curb and gutter replacement, sidewalk ramp construction, manhole adjustments, and associated cleanup and restoration on the following street segments: 4th Street – Ashworth Drive to approximately 250’ east of Laurel Street 5th Street – Ashworth Drive to Laurel Street Maple Street – 5th Street to 4th Street Bid Alternate No. 1: Bid Alternate No. 1 generally consists of an HMA overlay with milling of the existing asphalt surface, curb and gutter replacement, sidewalk construction, manhole adjustments, and associated cleanup and restoration on the following street and alley segments: N-S Alley – between Locust Street and Walnut Street and 6th Street and 7th Street N-S Alley – between Walnut Street and Ashworth Drive and 6th Street and 7th Street E-W Alley - between Walnut Street and Ashworth Drive and 6th Street and 7th Street Walnut Street – N-S Alley to 6th Street Bid Alternate No. 2: Bid Alternate No. 2 generally consists of an HMA overlay with milling of the existing asphalt surface, curb and gutter replacement, sidewalk construction, manhole adjustments, and associated cleanup and restoration on the following street and alley segments: Laurel Street - 6th Street and 4th Street In accordance with Iowa Code Sections 21.4(1)(b) and 21.8, this meeting of the Waukee City Council will be conducted with two different options for public participation: 1) Members of the public wishing to attend in person may do so in the Council Chambers at Waukee City Hall. 2) Members of the public wishing to participate electronically may do so via Zoom at the following link or phone numbers: https://zoom.us/j/352651371 Meeting ID: 352-651-371 Or by phone: NOPH Page 2 of 2 +1 646-558-8656 or +1 312-626-6799 or +1 301-715-8592 In-person meetings are subject to change under certain circumstances, including but not limited to higher than average participation or changes in health guidelines.
