AGENDA ITEM: Consideration of approval of resolutions approving a revised preliminary plat
for Kettlestone Central North Phase 2 and construction drawings for SE
Danbury Place Public Improvements
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised
preliminary plat and construction drawings for a commercial development
located south of SE Pleasant View Drive and east of Grand Prairie Parkway,
containing approximately 33.47-acres.
A preliminary plat was originally approved by City Council in October 2023.
Since that time, the developer has decided to revise the original preliminary
plat. The changes include removing the regional detention and requiring the
individual lots to provide their own stormwater management.
The revised preliminary plat includes a total of 13 outlots for future
commercial development. The outlots range anywhere in size from 1.55-acres
to 3.61-acres in area. Stormwater detention will need to be provided on the
individual lots as the lots are developed.
The construction drawings include construction of a new public street, SE
Danbury Place, as well as public utilities.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the revised preliminary plat at their meeting on October 14,
2025, and recommended approval:
Approval of a Revised Preliminary Plat for Kettlestone Central North Phase 2
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a revised preliminary
plat for a commercial development, as requested by Kettlestone Central, LC and Jensen Group,
represented by Erin Ollendike of Civil Design Advantage.
The property is generally located south of SE Pleasant View Drive and east of Grand Prairie Parkway,
containing approximately 33.47 acres.
The property is part of the Kettlestone Central North development. The property was rezoned in Fall
2022. A preliminary plat was approved for the site by City Council in October 2023. Since that time,
the developer has decided to revise the original preliminary plat. The changes include removing the
regional detention and requiring the individual lots to provide their own stormwater management. The
street layouts are the same. The total number of lots (outlots) is the same, and the layout is mostly the
same with the exception of the outlots for stormwater detention being removed.

The subject property is within the Kettlestone Corridor and was included within the 2015 master plan
for the corridor. The land uses shown within the Kettlestone Master Plan for the subject property are
Neighborhood Commercial and Office. The Kettlestone Master Plan is intended to act as a guide for
land use while at the same time allowing for flexibility of land uses. The intent is that the land use
designations can move based upon market demands and the type of development. The zoning
designation of K-RR still permits office type uses but also provides additional flexibility for further
commercial and retail uses.
All proposed outlots meet the minimum requirements of the Zoning Ordinance and the revised
preliminary plat is in general conformance with the Subdivision Ordinance. Staff recommends
approval of the revised preliminary plat for Kettlestone Central North Phase 2 subject to remaining
staff comments.
Discussion as follows: (None)
Motion by Commissioner Lohse for Approval of a Revised Preliminary Plat for Kettlestone Central
North Phase 2, seconded by Commissioner Tuel. Ayes: Broderick, Beenken, Lohse, and Tuel. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the revised preliminary plat
for Kettlestone Central North Phase 2 and construction drawings for SE
Danbury Place Public Improvements subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Revised Preliminary Plat for Kettlestone Central North Phase 2 on October 14,
2025; AND,
WHEREAS, the Revised Preliminary Plat for Kettlestone Central North Phase 2 is in general
conformance with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 20th day of October, 2025 that the Revised Preliminary Plat for Kettlestone Central North
Phase 2 be approved subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for SE Danbury Place
Public Improvements; AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of October, 2025, that the Construction Drawings for SE Danbury Place Public
Improvements be approved subject to remaining comments.

STREETS AND TRAILS
As part of the improvements associated with this plat, the applicant will be required to construct a new public street, SE
Danbury Place. A 10-ft wide trail exists along the east side of Grand Prairie Parkway and the south side of SE Pleasant
