HomeMy WebLinkAbout2025-10-20 I08 James Pointe Plat 1, Lot 27_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 20, 2025 AGENDA ITEM: Consideration of approval of resolution approving a site plan for James Pointe Plat 1, Lot 27 (1675 NW Gettysburg Lane) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a warehouse/office building, located north of NW Gettysburg Lane and east of NW 17th Street, containing 1.48-acres. The site plan includes the construction of one building that is 20,776 square feet in area and 30-feet in height. No monument signs or trash enclosures are proposed. Two accesses will be provided to the site. One off of NW 17th Street and one off of NW Gettysburg Lane. A total of 21 parking spaces are required and they are providing 24 spaces, including 1 accessible space. A ten-foot wide trail exists along NW 17th Street along the west side of the site. A five-foot wide sidewalk will be constructed along the north side of NW Gettysburg Lane. Public utilities are provided to the site. Storm water detention will be provided with an offsite regional basin located to the northeast of the subject site. The regional basin is owned and maintained by the property owner to the north. A minimum of 15% of the site is required to be open space, they are providing 33%. They are providing the required amount of plantings, including a 40-foot landscape buffer along the north property line, abutting the existing townhome development. The building elevations are proposed to be constructed mostly of precast concrete panels and glazing. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on October 14, 2025, and recommended approval: I8 Approval of a Site Plan for James Pointe Plat 1, Lot 27 (1675 NW Gettysburg Lane) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a warehouse/office building, as requested by 1031-22, LLC, represented by Korey Marsh of Snyder & Associates. The property is located north of NW Gettysburg Lane and east of NW 17th Street, containing approximately 1.48 acres. The site plan identifies the construction of one building that is 20,776 square feet in area on a 1.48-acre lot. The building is proposed to be used for warehouse and office space. The building will be 30-feet in height. No monument signs or trash enclosures are proposed. Two access points are provided to the site. One access will be from NW 17th Street on the west side and one access from NW Gettysburg Lane on the south side. A total of 21 parking spaces are required for this project. Discussion as follows: • General discussion of building use, potentially contractor storage, unknown if it is a single use at this time Motion by Commissioner Tuel for approval of a site plan for James Pointe Plat 1, Lot 27 (1675 NW Gettysburg Lane), seconded by Commissioner Broderick. Table 1 below summarizes the bulk regulations that are applicable to the proposed development. The site plan demonstrates compliance with the bulk regulations. Table 1: Bulk Regulations for the M-1 District Category M-1 (minimum) Front Yard Setback 30 feet Rear Yard Setback 30 feet, unless the rear lot line adjoins a railroad right-of- way, in which case, none required. Side Yard Setback None required except when adjacent to R or C-1 Districts or street right-of-way line, a side yard of 40-feet shall be required. Maximum Height | Stories 40-feet and 3-stories ACCESS AND PARKING Two access points are provide to the site. One access will be from NW 17th Street on the west side and one access from NW Gettysburg Lane on the south side. A total of 21 parking spaces are required for this project. The total amount of parking proposed is 24, including one accessible parking space. The proposed site plan meets the parking requirements. SIDEWALKS/TRAILS A 5-foot-wide sidewalk will be constructed on the north side of NW Gettysburg Lane, adjacent to the subject property. There is an existing 10-foot trail along the east side of NW 17th Street. UTILITIES Utilities were extended to the lot as part of the improvements for James Pointe Plat 1.
