AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 20, 2025 AGENDA ITEM: Consideration of approval of resolution approving a site plan for Panda Express (910 E Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a commercial building, located south of Hickman Road and west of SE Alice’s Road, containing 1.09-acres. The site plan includes the construction of a single-story restaurant building for Panda Express. The building is 2,700 square feet in area and about 23-feet in height. The site includes two drive-through lanes located along the south and east sides of the building. A trash enclosure is proposed just south of the building. Two accesses will be provided into the site off of the public street, SE Archer Avenue. There will also be shared access drives into the overall development to the east. A total of 41 parking spaces are required and they are providing 54 spaces, including 3 accessible spaces. They are also providing the required number of queuing spaces as well. A five-foot-wide public sidewalk will be installed along the west side of the site. A pedestrian connection will be provided into the site from the proposed sidewalk. The proposed pedestrian connection will continue along the north side of the site and continue east to the adjacent property to the east. This sidewalk continues east throughout the overall development. Public utilities are provided to the site. Storm water detention will be provided with a detention basin located along the north side of the site. A minimum of 20% of the site is required to be open space, they are providing 34%. They are providing the required amount of plantings. The building elevations are proposed to be constructed mostly of stone, stucco, and composite cladding. The trash enclosure will be constructed of stone and stucco to match the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on October 14, 2025, and recommended approval: I9 Approval of a Site Plan for Panda Express (910 E Hickman Road) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a commercial building, as requested by Hurd Waukee 2 LLC/Panda Express Inc., represented by Maria Almazon, Heights Venture Architecture + Design. The property is generally located south of Hickman Road and west of SE Alice’s Road, containing approximately 1.09 acres, and was platted as part of Waukee Market Place Plat 1 in 2017. This is the only undeveloped lot remaining within that development. The project includes the construction of a single-story restaurant building for Panda Express. The building is 2,700 square feet in area and about 23-feet in height. The site includes two drive-through lanes located along the south and east sides of the building. The Community Commercial classification provides a variety of goods and services to serve the community and are typically located along minor or major arterials. The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and Planned Development. THE MUNICIPALITY SHALL HAVE THE AUTHORITY TO INSPECT AND APPROVE OR REJECT THE IMPROVEMENTS SHOWN IN THESE CONTRACT DOCUMENTS. 8.NO CONSTRUCTION PLANS SHALL BE USED FOR CONSTRUCTION UNLESS SPECIFICALLY MARKED "FOR CONSTRUCTION". 9.ALL WORK SHALL BE CONDUCTED IN ACCORDANCE WITH OSHA REQUIREMENTS, MUNICIPAL REGULATIONS AND STANDARDS, AND SHALL CONFORM IN ALL RESPECTS TO ALL LOCAL, STATE AND FEDERAL LAWS. 10.THE IMPROVEMENTS SHOWN ON THE ENGINEERING PLANS SHALL CONSIST OF FURNISHING ALL LABOR, MATERAL AND EQUIPMENT, ETC. AS NECESSARY TO PERFORM THE WORK INDICATED. WHENEVER THE PERFORMANCE OF WORK IS INDICATED AN NO ITEM IS INCLUDED IN THE CONTRACT FOR PAYMENT THE WORK SHALL BE CONSIDERED AS INCIDENTAL TO THE CONTRACT, AND NO ADDITIONAL COMPENSATION WILL BE ALLOWED. 11.THE CONTRACTOR IS RESPONSIBLE FOR MAINTAINING ADEQUATE SIGNS, BARRICADES, FENCING, TRAFFIC CONTROL DEVICES AND MEASURES, AND ALL OTHER MEASURES THAT ARE NECESSARY TO PROTECT THE SAFETY OF THE SITE AT ALL TIMES. 12.SITE ACCESS CONTROL INCLUDING SAFETY FENCES, AND ALL CONSTRUCTION MEANS AND METHODS AND SITE SAFETY ARE THE SOLE RESPONSIBILITY OF THE CONTRACTOR. 13.CONSTRUCTION SITE SAFETY IS THE SOLE RESPONSIBILITY OF THE CONTRACTOR WHO CONTROLS THE MEANS AND METHODS, AND SEQUENCING OF CONSTRUCTION OPERATIONS. UNDER NO CIRCUMSTANCES SHALL THE INFORMATION PROVIDED HEREON BE INTERPRETED TO MEAN RTM IS ASSUMING RESPONSIBILITY FOR THE CONSTRUCTION SITE SAFETY, OR THE CONTRACTORS ACTIVITIES.
