SYNOPSIS INCLUDING PRO & CON: The proposed Amendment No. 10 to the Waukee
Consolidated Urban Renewal Plan updates and consolidates the City’s urban renewal framework
to better align with current development needs and priorities.
Consolidates Urban Renewal Areas: Combines the Towne Center Commercial and
Quarter Commercial Urban Renewal Areas with the existing Waukee Consolidated
Urban Renewal Area. This consolidation simplifies administration and allows the City to
more effectively use future TIF revenues for economic development.
Adds and Removes Property: Adds new parcels (the Amendment No. 10 Area
Addition) and removes others (Amendment No. 10 Area Removal) to reflect current
development activity and the sunset of certain TIF districts.
Updates and Expands Projects: Revises cost estimates and timelines for previously
approved infrastructure projects—such as major roadway extensions and streetscape
enhancements—and adds new eligible projects including downtown improvements and
NW 10th Street upgrades.
Authorizes Future Development Agreements: Allows for future City participation in
qualifying private development projects, with incentives estimated between $15 million
and $60 million.

STAFF REVIEW AND COMMENT: Staff held a consultation meeting on Monday, October
13, 2025, and invited all affected taxing entities within the Plan area to review the proposal. No
representatives attended the meeting.
RECOMMENDATION: Staff recommends holding a public hearing on the proposed
Amendment No. 10 to the Consolidated Urban Renewal Plan.

The City Council of the City of Waukee, State of Iowa, will hold a public hearing before itself at
its meeting which commences at 5:30 P.M. on November 3, 2025 in the Council Chambers, City Hall, 230
West Hickman Road, Waukee, Iowa, to consider adoption of a proposed Amendment No. 10 to the Waukee
Consolidated Urban Renewal Plan (the "Amendment") concerning an Urban Renewal Area in the City of
Waukee, State of Iowa.
The Amendment proposes to add and remove property from the Urban Renewal Area as follows:

A copy of the Amendment is on file for public inspection in the office of the City Clerk, City Hall,
City of Waukee, Iowa.
The City of Waukee, State of Iowa is the local public agency which, if such Amendment is
approved, shall undertake the urban renewal activities described in such Amendment.
The general scope of the urban renewal activities under consideration in the Amendment is to
promote the growth and retention of qualified industries and businesses in the Urban Renewal Area through
various public purpose and special financing activities outlined in the Amendment. To accomplish the
objectives of the Amendment, and to encourage the further economic development of the Urban Renewal
Area, the Amendment provides that such special financing activities may include, but not be limited to, the
making of loans or grants of public funds to private entities under Chapter 15A, Code of Iowa. The City
also may reimburse or directly undertake the installation, construction and reconstruction of substantial
public improvements, including, but not limited to, street, water, sanitary sewer, storm sewer or other public
improvements. The City also may acquire and make land available for development or redevelopment by
private enterprise as authorized by law. The Amendment provides that the City may issue bonds or use
available funds for purposes allowed by the Plan and that tax increment reimbursement of the costs of urban
renewal projects may be sought if and to the extent incurred by the City. The Amendment initially proposes
specific public infrastructure or site improvements to be undertaken by the City, and provides that the
Amendment may be amended from time to time.
The proposed Amendment No. 10 would consolidate the Towne Center Commercial Urban
Renewal Area and the Quarter Commercial Urban Renewal Area with the existing Waukee Consolidated
Urban Renewal Area, add additional property to the Urban Renewal Area, remove property from the Urban
Renewal Area, update and revise previously approved urban renewal projects, and add additional urban
renewal projects to be completed within the Urban Renewal Area.
Other provisions of the Plan not affected by the Amendment would remain in full force and effect.
Any person or organization desiring to be heard shall be afforded an opportunity to be heard at such
hearing.

AMENDMENT NO. 10
to
WAUKEE CONSOLIDATED
URBAN RENEWAL PLAN
CITY OF WAUKEE, IOWA
INTRODUCTION
The City of Waukee, Iowa (the “City”) adopted Amendment No. 1 to the Waukee Consolidated
Urban Renewal Plan (“Plan” or “Urban Renewal Plan”) by Resolution No. 19-402 on November
4, 2019, in order to consolidate the City’s previously established Gateway Economic
Development Urban Renewal Area, Waukee West Urban Renewal Area, and Waukee Central
Urban Renewal Area into the Waukee Consolidated Urban Renewal Area (“Area” or “Urban
Renewal Area”). The Urban Renewal Plan was last amended in September 2024 (“Amendment
No. 9”).
During the past years, the City has created and amended two other urban renewal areas, covering
different portions of the City, the primary purpose of each to stimulate, through public
involvement and commitment, private investment in new commercial and light industrial
development. Changing economic conditions and priorities makes it unnecessary to have
separate areas, and consolidating or linking these two separate areas with the Waukee
Consolidated Urban Renewal Area will allow the City to maximize the future expenditure of
incremental property tax revenues in order to promote economic development. Accordingly, this
Amendment No. 10 to the Waukee Consolidated Urban Renewal Plan (“Amendment No. 10” or
“Amendment”) accomplishes all of the following:
Joins or links the Towne Center Commercial Urban Renewal Area and Quarter
Commercial Urban Renewal Area (referred to herein as the “Amendment No. 10
Consolidated Areas”) with the existing Waukee Consolidated Urban Renewal
Area. The adoption of Amendment No. 10 will have no effect on any of the
tax increment ordinances that have been adopted for the Amendment No. 10
Consolidated Areas, or on any of the tax base valuations that have been
previously established for any such areas.
Incorporates by reference the existing urban renewal plans, as previously
amended, for the Towne Center Commercial Urban Renewal Area and Quarter
Commercial Urban Renewal Area into the Waukee Consolidated Urban Renewal
Plan.
Adds additional property to the Waukee Consolidated Urban Renewal Area
described as the “Amendment No. 10 Area Addition”.
Removes property from the Area described as the “Amendment No. 10 Area
Removal”.

Updates and revises certain Previously Approved Urban Renewal Projects.
Adds additional Eligible Urban Renewal Projects.
Updates and revises the Financial Data.
Except as modified by this Amendment, the provisions of the Urban Renewal Plan, as previously
amended, are hereby ratified, confirmed, and approved and shall remain in full force and effect
as provided herein. In case of any conflict or uncertainty, the terms of this Amendment shall
control. Any subsections in the Plan, as previously amended, not mentioned in this Amendment
shall continue to apply to the Plan, as amended.
DESCRIPTION OF THE URBAN RENEWAL AREA
The Waukee Consolidated Urban Renewal Area, including each of the Amendment No. 10
Consolidated Areas, the Amendment No. 10 Area Addition, and the Amendment No. 10 Area
Removal, is described in Exhibit “A”. A map of the Urban Renewal Area, including the
Amendment No. 10 Consolidated Areas and Amendment No. 10 Area Addition, is attached as
Exhibit “B”.
AREA DESIGNATION
The City of Waukee continues to designate the Urban Renewal Area, including the Amendment
No. 10 Consolidated Areas and the Amendment No. 10 Area Addition, as an area that is
appropriate for the promotion of economic development, both commercial and industrial.
BASE VALUES
All portions of the Area, including the Amendment No. 10 Consolidated Areas, which are
already included in tax increment financing (“TIF”) ordinances, will retain their separate,
existing base values.
It is anticipated that a number of TIF ordinances will be adopted for various parcels within the
Urban Renewal Area, corresponding to the completion of new development projects.
Accordingly, different portions of the Urban Renewal Area will have different base valuation
dates.
DEVELOPMENT PLAN
Waukee has a general plan for the physical development of the City as a whole outlined in the
Imagine Waukee 2040 plan, adopted in 2019. This Urban Renewal Plan, as amended by
Amendment No. 10, is in conformity with the Imagine Waukee 2040 plan, and the land use
policy and priorities that were adopted as part of the planning process.

This Urban Renewal Amendment does not change or in any way replace the City's current land
use planning or zoning regulation process.
The need for improved traffic, public transportation, public utilities, recreational and community
facilities, or other public improvements within the Urban Renewal Area is set forth in this Plan,
as amended. As the Area develops, the need for public infrastructure extensions and upgrades
will be evaluated and planned for by the City.
UPDATE TO PREVIOUSLY APPROVED URBAN RENEWAL PROJECTS
Numerous urban renewal projects were authorized prior to the date of this Amendment and may
be continuing. Except as described below, the previously approved projects are not modified by
this Amendment. With the adoption of this Amendment, the City is updating the project
descriptions outlined in the Plan for the following projects (“Updated Projects”) as noted below:

REPEALER AND SEVERABILITY
Any parts of the Urban Renewal Plan in conflict with this Amendment No. 10 are hereby
repealed.

In the event one or more provisions contained in the Urban Renewal Plan or this Amendment
No. 10 shall be held for any reason to be invalid, illegal, unauthorized or unenforceable in any
respect, such invalidity, illegality, unauthorization or enforceability shall not affect any other
provision of the Plan or this Amendment No. 10, and the Plan and this Amendment No. 10 shall
be construed and implemented as if such provisions had never been contained herein.
EFFECTIVE PERIOD
This Amendment No. 10 will become effective upon its adoption by the City Council. The Urban
Renewal Plan, as amended, shall remain in effect until repealed by the City Council.
During the life of the Plan, the City Council may designate by ordinance all or any portion of the
property covered by the Plan as a “tax increment area.” With respect to any property covered by
this Plan which is included in an ordinance which designates that property as a tax increment
area, the use of incremental property tax revenues, or the “division of revenue,” as those words
are used in Chapter 403 of the Code of Iowa, is limited to twenty (20) years from the calendar
year following the calendar year in which the City first certifies to the County Auditor the
amount of any loans, advances, indebtedness, or bonds which qualify for payment from the
incremental property tax revenue attributable to the portion of the Area within the ordinance. It
is anticipated that separate ordinances for separate tax increment areas may be adopted as
development in the Area warrants, in which case each separate tax increment area may have a
separate base and separate sunset. The division of revenues shall continue within any tax
increment area, for the maximum period allowed by law.
