SYNOPSIS INCLUDING PRO & CON: The project includes a traffic study for approximately
2,300 acres of undeveloped land bound to the west by S Avenue, the south by Interstate 80, the east by
the current edge of developed land within City of Waukee limits, and to the north by Sugar Creek. The
analysis will be completed for the planning of future roadway cross sections of Prairie Bluff Drive
west of 6th Street, 6th Street from I-80 to Ashworth Road, and Ashworth Road from the future western
City limits to 6th Street. Included with the scope of work is the functional roadway design for 6th
Street from I-80 to Ashworth Road. It is assumed the conceptual and functional design task will
include the development of a 5-lane urban collector roadway section. The typical section will be
verified by the traffic study task, and the development of additional alternative concepts is NOT
included in this scope. The Conceptual and Functional roadway design tasks will NOT include
geometric layouts for future Interstate 80 interchange or ramp terminal configurations. The project will
include coordination with the Iowa DOT’s proposed bridge replacement project.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Basic Services are for a Not To
Exceed amount of $239,500.00.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City desires to retain the consultant services of Foth Infrastructure and
Environment, LLC for the 6th Street Functional Design and Traffic Study, I-80 to Ashworth
Road; AND,
WHEREAS, the scope of services includes a traffic study for approximately 2,300 acres of
undeveloped land bound to the west by S Avenue, the south by Interstate 80, the east by the
current edge of developed land within City of Waukee limits, and to the north by Sugar Creek.

Ashworth Road] is hereby approved.

AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES
6th Street Functional Design and Traffic Study

This Agreement is made and entered into this 3rd day of November , 2025, by and between
the CITY OF WAUKEE, a municipal corporation, hereinafter referred to as “City”, and FOTH
INFRASTRUCTURE AND ENVIRONMENT, LLC, (Fed. I.D. #20-5814224), a limited liability
company licensed under the laws of the State of Iowa, party of the second part, hereinafter
referred to as “Consultant” as follows:
THE CITY HEREBY AGREES TO RETAIN THE CONSULTANT FOR THE PROJECT AS
DESCRIBED IN THIS AGREEMENT AND CONSULTANT AGREES TO PERFORM THE
PROFESSIONAL SERVICES AND FURNISH THE NECESSARY DOCUMENTATION FOR
THE PROJECT AS GENERALLY DESCRIBED IN THIS AGREEMENT.
1. SCOPE OF SERVICES
Services provided under this Agreement shall be as further described in Attachment 1, Scope
of Services.
2. SCHEDULE
The schedule of the professional services to be performed shall conform to the Schedule set
forth in Attachment 2. Any deviations from the Schedule shall be approved by the authorized
City representative. The City agrees that the Consultant is not responsible for delays arising
from a change in the scope of services, a change in the scale of the Project or delays resulting
from causes not directly or indirectly related to the actions of the Consultant.
3. COMPENSATION
A. In consideration of the professional services provided herein, the City agrees to pay the
Consultant the following sum NOT-TO-EXCEED, including any authorized
reimbursable expenses, pursuant to the Schedule of Fees set forth in Attachment 3.
I. Basic Services of the Consultant $ 239,500
Total Compensation $ 239,500
B. The Consultant shall invoice the City monthly for services, any reimbursable expenses
and any approved amendments to this Agreement, based upon services actually
completed at the time of the invoice. Final payment shall be due and payable within 30
days of the City's acceptance of Consultant's submission of final deliverables in
accordance with the Scope of Services.
C. In consideration of the compensation paid to the Consultant, the Consultant agrees to
perform all professional services to the satisfaction of the City by performing the
professional services in a manner consistent with that degree of care and skill ordinarily
exercised by members of Consultant's profession currently practicing under similar
circumstances. If the performance of this Agreement involves the services of others or the
furnishing of equipment, supplies, or materials, the Consultant agrees to pay for the same
in full.

4. INSURANCE
A. Consultant understands and agrees that Consultant shall have no right of coverage under
any and all existing or future City comprehensive, self or personal injury policies.
Consultant shall provide insurance coverage for and on behalf of Consultant that will
sufficiently protect Consultant or Consultant' representative(s) in connection with the
professional services which are to be provided by Consultant pursuant to this Agreement,
including protection from claims for bodily injury, death, property damage, and lost
income. Consultant shall provide worker's compensation insurance coverage for
Consultant and all Consultant's personnel. Consultant shall file applicable insurance
certificates with the City, and shall also provide evidence of the following additional
coverage.
B. The Consultant shall provide evidence of comprehensive general liability coverage and
contractual liability insurance by an insurance company licensed to do business in the State
of Iowa in the limits of at least $1,000,000 each personal injury accident and/or death;
$1,000,000 general aggregate personal injury and/or death; and $1,000,000 for each
property damage accident. The evidence shall designate the City as an additional insured,
and that it cannot be canceled or materially altered without giving the City at least thirty
(30) days written notice by registered mail, return receipt requested.
C. The Consultant shall also provide evidence of automobile liability coverage in the limits
of at least $1,000,000 bodily injury and property damage combined. The evidence shall
designate the City as an additional insured, and that it cannot be cancelled or materially
altered without giving the City at least thirty (30) days written notice by registered mail,
return receipt requested.
D. The Consultant shall provide evidence of professional liability insurance, by an insurance
company licensed to do business in the State of Iowa, in the limit of $1,000,000 for claims
arising out of the professional liability of the Consultant. Consultant shall provide City
written notice within five (5) days by registered mail, return receipt requested of the
cancellation or material alteration of the professional liability policy.
E. Failure of Consultant to maintain any of the insurance coverages set forth above shall
constitute a material breach of this Agreement.
5. NOTICE
Any notice to the parties required under this agreement shall be in writing, delivered to the
person designated below, by United States mail or in hand delivery, at the indicated address
unless otherwise designated in writing.

6. GENERAL COMPLIANCE
In the conduct of the professional services contemplated hereunder, the Consultant shall
comply with applicable state, federal, and local law, rules, and regulations, technical
standards, or specifications issued by the City. Consultant must qualify for and obtain any
required licenses prior to commencement of work, including any professional licenses
necessary to perform work within the State of Iowa.
7. STANDARD OF CARE
Services provided by the Consultant under this Agreement shall be performed in a manner
consistent with that degree of care and skill ordinarily exercised by members of the same
profession currently practicing under similar circumstances.
8. INDEPENDENT CONTRACTOR
Consultant understands and agrees that the Consultant and Consultant's employees and
representatives are not City employees. Consultant shall be solely responsible for payment of
salaries, wages, payroll taxes, unemployment benefits, or any other form of compensation or
benefit to Consultant or Consultant's employees, representatives or other personnel
performing the professional services specified herein, whether it be of a direct or indirect
nature. Further, it is expressly understood and agreed that for such purposes neither
Consultant nor Consultant's employees, representatives or other personnel shall be entitled to
any City payroll, insurance, unemployment, worker's compensation, retirement, or any other
benefits whatsoever.
9. NON-DISCRIMINATION
Consultant will not discriminate against any employee of applicant for employment because
of race, color, sex, national origin, religion, age, handicap, or veteran status. Consultant will,
where appropriate or required, take affirmative action to ensure that applicants are employed,
and that employees are treated, during employment, without regard to their race, color, sex,
or national origin, religion, age, handicap, or veteran status. Consultant will cooperate with
the City in using Consultant's best efforts to ensure that Disadvantaged Business Enterprises
are afforded the maximum opportunity to compete for subcontracts of work under this
Agreement.
10. HOLD HARMLESS
Consultant agrees to indemnify and hold harmless the City, its officers, agents, and
employees from any and all claims, settlements and judgments, to include all reasonable
investigative fees, attorney's fees, and court costs for any damage or loss which is due to or
arises from a breach of this Agreement, or from negligent acts, errors or omissions in the
performance of professional services under this Agreement and those of its sub consultants or
anyone for whom Consultant is legally liable.
11. ASSIGNMENT
Consultant shall not assign or otherwise transfer this Agreement or any right or obligations
therein without first receiving prior written consent of the City.

12. APPROPRIATION OF FUNDS
The funds appropriated for this Agreement are equal to or exceed the compensation to be
paid to Consultant. The City's continuing obligations under this Agreement may be subject to
appropriation of funding by the City Council. In the event that sufficient funding is not
appropriated in whole or in part for continued performance of the City's obligations under
this Agreement, or if appropriated funding is not expended due to City spending limitations,
the City may terminate this Agreement without further compensation to the Consultant. To
the greatest extent allowed by law, the City shall compensate Consultant as provided in
Section 18(A) of this Agreement.
13. AUTHORIZED AMENDMENTS TO AGREEMENT
A. The Consultant and the City acknowledge and agree that no amendment to this Agreement
or other form, order or directive may be issued by the City which requires additional
compensable work to be performed if such work causes the aggregate amount payable
under the amendment, order or directive to exceed the amount appropriated for this
Agreement as listed in Section 3, above, unless the Consultant has been given a written
assurance by the City that lawful appropriation to cover the costs of the additional work
has been made.
B. The Consultant and the City further acknowledge and agree that no amendment to this
Agreement or other form, order or directive which requires additional compensable work
to be performed under this Agreement shall be issued by the City unless funds are available
to pay such additional costs, and the Consultant shall not be entitled to any additional
compensation for any additional compensable work performed under this Agreement. The
Consultant expressly waives any right to additional compensation, whether in law or
equity, unless prior to commencing the additional work the Consultant was given a written
amendment, order or directive describing the additional compensable work to be performed
and setting forth the amount of compensation to be paid, such amendment, order or
directive to be signed by the authorized City representative. It is the Consultant's sole
responsibility to know, determine, and ascertain the authority of the City representative
signing any amendment, directive or order.
14. OWNERSHIP OF CONSULTING DOCUMENTS
All sketches, tracings, plans, specifications, reports, and other data prepared under this
Agreement shall become the property of the City; a reproducible set shall be delivered to the
City at no additional cost to the City upon completion of the plans or termination of the
services of the Consultant. All drawings and data shall be transmitted in a durable material,
with electronic files provided when feasible to do so. The Consultant's liability for use of the
sketches, tracings, plans, specifications, reports, and other data prepared under this
Agreement shall be limited to the Project.
15. INTERPRETATION
No amendment or modification of this Agreement shall be valid unless expressed in writing
and executed by the parties hereto in the same manner as the execution of the Agreement.
This is a completely integrated Agreement and contains the entire agreement of the parties;
any prior written or oral agreements shall be of no force or effect and shall not be binding
upon either party. The laws of the State of Iowa shall govern and any judicial action under

the terms of this Agreement shall be exclusively within the jurisdiction of the district court
for Dallas County, Iowa.
16. COMPLIANCE WITH FEDERAL LAW
To the extent any federal appropriation has or will be provided for the Project, or any federal
requirement is imposed on the Project, Consultant agrees that Consultant will comply with all
relevant laws, rules and regulations imposed on City and/or Consultant necessary for receipt
of the federal appropriation. Consultant shall provide appropriate certification regarding
Consultant's compliance.
17. SOLICITATION AND PERFORMANCE
A. The Consultant warrants that it has not employed or retained any company or person, other
than a bona fide employee working for the Consultant, to solicit or secure this Agreement,
and that the Consultant has not paid or agreed to pay any company or person other than a
bona fide employee, any fee, commission, percentage, brokerage fee, gift or contingent fee.
B. The Consultant shall not engage the services of any person or persons in the employ of the
City at the time of commencing such services without the written consent of the City.
18. SUSPENSION AND TERMINATION OF AGREEMENT
A. The right is reserved by the City to suspend this Agreement at any time. Such suspension
may be effected by the City giving written notice to the Consultant, and shall be effective
as of the date established in the suspension notice. Payment for Consultant's services shall
be made by the City for services performed to the date established in the suspension notice.
Should the City reinstate the work after notice of suspension, such reinstatement may be
accomplished by thirty (30) days written notice within a period of six (6) months after such
suspension, unless this period is extended by written consent of the Consultant.
B. Upon ten (10) days written notice to the Consultant, the City may terminate the Agreement
at any time if it is found that reasons beyond the control of either the City or Consultant
make it impossible or against the City's interest to complete the Agreement. In such case,
the Consultant shall have no claims against the City except for the value of the work
performed up to the date the Agreement is terminated.
C. The City may also terminate this Agreement at any time if it is found that the Consultant
has violated any material term or condition of this Agreement or that Consultant has failed
to maintain workers' compensation insurance or other insurance provided for in this
Agreement. In the event of such default by the Consultant, the City may give ten (10) days
written notice to the Consultant of the City's intent to terminate the Agreement. Consultant
shall have ten (10) days from notification to remedy the conditions constituting the default.
D. In the event that this Agreement is terminated in accordance with paragraph C of this
section, the City may take possession of any work and may complete any work by whatever
means the City may select. The cost of completing said work shall be deducted from the
balance which would have been due to the Consultant had the Agreement not been
terminated and work completed in accordance with contract documents.

E. The Consultant may terminate this Agreement if it is found that the City has violated any
material term or condition of this Agreement. In the event of such default by the City, the
Consultant shall give ten (10) days written notice to the City of the Consultant's intent to
terminate the Agreement. City shall have ten (10) days from notification to remedy the
conditions constituting the default.
19. TAXES
The Consultant shall pay all sales and use taxes required to be paid to the State of Iowa on
the work covered by this Agreement. The Consultant shall execute and deliver and shall
cause any sub-consultant or subcontractor to execute and deliver to the City certificates as
required to permit the City to make application for refunds of said sales and use taxes as
applicable. The City is a municipal corporation and not subject to state and local tax, use tax,
or federal excise taxes.
20. SEVERABILITY
If any portion of this Agreement is held invalid or unenforceable by a court of competent
jurisdiction, the remaining portions of this Agreement shall continue in full force and effect.
21. MISCELLANEOUS HEADINGS
Title to articles, paragraphs, and subparagraphs are for information purposes only and shall
not be considered a substantive part of this Agreement.
22. FURTHER ASSURANCES
Each party hereby agrees to execute and deliver such additional instruments and documents
and to take all such other action as the other party may reasonably request from time to time
in order to effect the provisions and purposes of this Agreement.
23. COUNTERPARTS
This Agreement may be executed in any number of counterparts, each of which shall
constitute an original document, no other counterpart needing to be produced, and all of
which when taken together shall constitute the same instrument.

ATTACHMENT 1
SCOPE OF SERVICES
The work to be performed by the Consultant under this agreement shall encompass and include
detailed work, services, materials, equipment and supplies necessary to complete analysis and
design for the project.
The project consists of a traffic study for approximately 2,300 acres of undeveloped land bound
to the west by S Avenue, the south by Interstate 80, the east by the current edge of developed
land within City of Waukee limits, and to the north by Sugar Creek. The analysis will be
completed for the planning of future roadway cross sections of Prairie Bluff Drive west of 6th
Street, 6th Street from I-80 to Ashworth Road, and Ashworth Road from the future western City
limits to 6th Street.
Services performed by the Consultant under this Scope of Services include performing traffic
counts at the identified locations and traffic engineering analysis services. This scope of services
is based on the Project Lion Draft Site Plan dated March 3, 2025, input provided by the Iowa
Department of Transportation, the City of Waukee’s comprehensive plan (Imagine Waukee
2040), and conversations with City of Waukee staff.
Included with the scope of work is the functional roadway design for 6th Street from I -80 to
Ashworth Road. It is assumed the conceptual and functional design task will include the
development of a 5-lane urban collector roadway section. The typical section will be verified by
the traffic study task, and the development of additional alternative concepts is NOT included in
this scope. The Conceptual and Functional roadway design tasks will NOT include geometric
layouts for future Interstate 80 interchange or ramp terminal configurations. The project will
include coordination with the Iowa DOT’s proposed bridge replacement project.
The scope of services to be performed by the Consultant shall be completed in accordance with
generally accepted standards of practice and shall include the services to complete the following
tasks:
I. BASIC SERVICES OF THE CONSULTANT
The Consultant shall confer on a regular basis with City of Waukee staff to clarify and define
the requirements for the Project and review available data. The City of Waukee agrees to
furnish to the Consultant full information with respect to the City’s and Iowa Department of
Transportation’s requirements, including any special or extraordinary considerations for the
Project or special services needed, and to make available pertinent existing data. The
Consultant shall provide the following basic services regarding the Project:
A. PROJECT COORDINATION
Task 1 – Maintain and Update Project Mailing List

The Consultant will maintain the project mailing list and update it as needed to include
all local officials, agencies and interested parties. The City will provide the initial list of
interested parties.
Task 2 – Public Information Meetings
The Consultant will conduct one (1) public informational meeting(s) that will be attended
by a minimum of three (3) staff members of the Consultant. The purpose of the meeting
will be to provide a brief overview of the proposed improvements to the surrounding
property owners. The meeting will include a discussion of the construction plan, as well
as gather information on the concerns, priorities and specific issues of the adjacent
property owners and other affected parties. This task includes preparation of the public
notification letter, display materials and hand out information for the meeting. The
reserving of the meeting facility and a public notification will be completed by the City.
Task 3 – Individual Property Owner Meetings
The Consultant will conduct one (1) meeting with each property owner. For budgeting
purposes it is assumed there are a total of thirty (30) property owners included. The
meetings will be attended by a minimum of two (2) staff members of the Consultant. The
purpose of the meeting will be to provide detailed information of the proposed
improvements and impacts to each property. The meeting will include exhibits and an
active discussion including any concerns. This task includes initial contact with the
property owner, preparation of exhibits, the meeting(s) and follow-up.
Task 4 – Utility Coordination
The Consultant will conduct two (2) utility coordination meetings with representatives of
various utility companies. The first meeting will be to advise the utility of the nature and
extent of the proposed improvements and solicit mapping and input from the utility to
develop an understanding of the order of magnitude and limitations of their facilities
located within the project corridor. The second meeting will be to review the collected
field data, identify any missing information, share with each utility the proposed
functional layout of the project, and begin initial assessments of impacts to each utility.
The Consultant shall document all communications and correspondence with each utility
company and share with the City prior to the start of preliminary design. Known utilities
in the corridor include:
• MidAmerican Energy Company
• Lumen Communications
• Aureon Network Services
• mi-fiber
• Unite Private Network
• Windstream Communications
• Mediacom Communications
Task 5 – Periodic Meetings with Local Elected Officials, City of Waukee, City of
WDM and DOT
Informational update presentations will be provided to the City Council on an as needed
basis during the design development process. The presentations will provide an

introduction/overview of the project and project goals and objectives. It will also provide
an update on design development concepts and schedule. The presentations will be held
in conjunction with the Council Work Sessions. For estimating purposes, it is assumed
that the Consultant will attend two (2) meetings.
Task will include meetings with staff from the City of Waukee, City of West Des Moines
and the Iowa DOT to discuss the forecasted traffic, proposed conceptual design and
coordinate with future development and construction projects. For estimating purposes, it
is assumed that the Consultant will attend two (2) meetings.
Task 6 – Exhibit Preparation for Council Meetings
Exhibits for the design development will consist of aerial mosaics for the project with the
major project features indicated on the exhibit. Include coloring, lettering, and other
techniques to delineate the proposed design and right of-way needs, including typical
sections of the roadway. The figure will indicate right-of-way needs, property lines,
property ownership, access control lines, structure limits, and roadway improvements.
Task 7 - Project Management
The project manager for the Consultant will be responsible for monthly progress
reporting, minutes of meetings, interoffice memoranda, and invoicing. This task also
includes scheduling of staff, coordinating with Subconsultants, review of progress, and
senior review of deliverables
B. Traffic Review and Counts
Task 1 - Traffic Data Collection
Coordinate with Iowa DOT Staff and Des Moines Area MPO staff to obtain travel demand
model post-processed future daily traffic projections and truck percentages. Review data
to determine if all necessary data is included. Obtain and review data and reports describing
traffic volumes and patterns within the study area and review the data for possible inclusion
within this study. Data sources will include previous traffic studies and reports produced
by or for the Client.
The Consultant will process turning movement traffic volumes at the following five (5)
intersections where video data was collected in May of 2025:
• Ute Avenue at Interstate Parkway
• 6th Street at I-80 Eastbound Ramps
• 6th Street at I-80 Westbound Ramps
• 6th Street at Prairie Bluff Drive
• 6th Street at Indian Ridge Drive
• 6th Street at Ashworth Road
The traffic count data will be reviewed and analyzed for use in the traffic study.

The City of Waukee will provide turning movement count data for the signalized
intersection of 6th Street and Ashworth Road. The data provided will be reviewed and
analyzed for use in the traffic study.
C. Traffic Engineering Analysis
The Consultant shall review the traffic counts and crashes, forecast traffic volumes,
conduct traffic operation analysis, conduct a crash analysis, and develop
recommendations for potential roadway and traffic control improvements.
Task 1 - Traffic Project Coordination
The project discipline lead will be responsible for task identification, staff scheduling and
coordination, traffic project communications, and other important elements of the project.
The traffic study project duration is assumed to be approximately fourteen (14) weeks
from when intersection traffic data processing begins.
Task 2 - Traffic Review Meetings
Maintain communications with the project team and various other designated
representatives. The meetings will serve to establish schedules, promote a dialog between
the various entities, improve the decision-making process, and expedite recommendation
development. Prepare minutes of meetings and keep documentation of other
communications. For budget purposes, it is assumed two (2) meetings will be attended by
the Consultant with the City of Waukee and/or the Iowa Department of Transportation by
two (2) staff members of the consultant.
Task 3 – Traffic Model Development & Analysis
The traffic impact study shall incorporate, at a minimum, traffic engineering principles and
standards from the Iowa DOT Guidelines for Traffic Impact Analysis, the Institute of
Transportation Engineers (ITE), and national practices.
a. Model Development
The Consultant will develop a base traffic model of the study area for the AM and PM
peak hours with 2025 data. Additional models will be created from the base model for
future operations. The Highway Capacity Manual 7th Edition (HCM7) principles will
be used to evaluate intersection capacities.
The following nine (9) intersections will be included in the traffic model and analyzed:

Intersections identified as future could potentially change based on input
from the City during discussions on future lane use and the future
roadway network.
The following six (6) roadways will be included in the traffic model for the planning
of future roadway cross sections:
• Prairie Bluff Drive west of 6th Street
• 6th Street/Ute Avenue from Interstate Parkway to Ashworth Road
• Ashworth Road from future western city limits to 6th Street
• U Place from Ashworth Road going south
• 328th Place/330th Way from S Avenue to U Place
• T Avenue from Ashworth Road to 328th Place/330th Way
b. Background Traffic Growth and Future Roadway Improvements
The Consultant will use data provided by the Des Moines Area MPO to determine
future background traffic growth for the project area. Programmed improvements to
roadways within the study area will be coordinated with the City of Waukee and the
Iowa Department of Transportation.
c. Land Use
The Consultant will use City provided site plans to determine future land use that may
impact traffic volumes for the project area. Programmed improvements to road
capacities will also be coordinated with City Staff. Vistro, a traffic impact assessment
software by PTV, will be used to create and track the trips generated from existing and
potential developments.
Approximately 2,365 acres of undeveloped land as shown in Attachment 2 will be
included in the traffic analysis. Future land uses will be determined based on the
Imagine Waukee 2040 Comprehensive Plan and input from the City. For areas where
the only known information is future zoning and total acreage the following process
will be used to convert the acreages to land uses with dwelling units and building square
footage:
• Residential units will be estimated based on dwelling units per acre
with direction from the City on how many for low density, medium
density, etc.
• For commercial, office, and light industrial land uses building square
footages will be estimated by converting gross acres to net acres, net
acres to net square footage, and net square footage to building square
footage. All factors will be approved by the City prior to finalizing
any calculations.
d. Trip Generation and Distribution – 2035
The Consultant will estimate the volume of traffic expected to be generated within the
2,365 undeveloped acres by the year 2035 based on trip generation rate data published
in the ITE Trip Generation Manual, latest edition. Traffic will be generated for th e
weekday AM and PM peak hours. The new traffic generation will be distributed to the

study area intersections based on existing travel patterns within the study area. The
background traffic growth will be added to the 2025 traffic to get 2035 base traffic. The
generated and distributed traffic will be added to the 2035 base traffic and the new
volumes will be used as the basis for the 2035 operational analysis. Forecasted corridor
average daily traffic (ADT) volumes will be determined using the collected traffic
count data, forecasted peak hour traffic volumes, and expansion factors.
e. Future Trip Generation and Distribution – Full Build (2045)
The Consultant will develop traffic projections for the full study area of approximately
2,365 acres for the weekday AM and PM peak hours and the ADT volumes for routes
within the study area. The Consultant will estimate the volume of traffic expected to be
generated within the 2,365 undeveloped acres based on trip generation rate data
published in the ITE Trip Generation Manual, latest edition. The new traffic generation
will be distributed to the study area intersections based on existing travel patterns
within the study area. The distributed traffic, along with background traffic growth
from 2025 to 2045 will be added to the existing traffic and the new volumes will be
used as the basis for the Full Build operational analysis.
The Consultant will submit a summary of the trip generation, distribution, and
assignment to the City for review and approval prior to conducting any traffic
operational analysis. After the City accepts the traffic summary or makes
recommendations and/or modifications to the trip generation, distribution, or
assignment, then the Consultant may proceed with the Traffic Operational Analysis, as
outlined below
f. Traffic Operational Analysis – Existing (2025), 2035, Full Build 2045
The Consultant will perform an operational analysis and modeling of the project study
area. The analysis will be completed for the nine (9) identified study intersections and
six (6) identified study roadways for the typical weekday AM and PM peak hours fo r
the following scenarios:
• Existing (2025) – analysis of existing conditions without future
development.
• 2035 Build – analysis of the study area with background traffic
growth and traffic from a partial build out of the 2,365 undeveloped
acres.
• 2045 Full Build – analysis of the study area with full build out of the
2,365 undeveloped acres.
Prepare future traffic level of service analysis to determine the optimal traffic control
and geometric treatments for the identified intersections. Traffic control treatments that
will be considered include two-way stop control, all-way stop control, signalization,
and roundabouts.
Performance measures assessing the operation of the system will include delay, volume
to capacity ratio, operations of adjacent intersections, maximum queue/storage lengths
and control delay.

Recommendations on intersection geometrics, queue storage lengths, signal
phasing/timing, and roadway cross sections, and other improvements will be made as
required to provide acceptable service levels for major movements, the overall
intersections, and roadways.
Task 4 - Traffic Signal Warrant and Crash Analysis
Traffic signal warrants as outlined in the Manual on Uniform Traffic Control Devices
(MUTCD) will be used to evaluate traffic signal warrants for current unsignalized
intersections.
A crash analysis will be included that considers crash frequency, Iowa DOT potential for
crash reduction (PCR) measures, and crash patterns at the study intersections. The Iowa
DOT’s Crash Analysis Tool (ICAT) will be used. At high crash locations, potential causal
factors and possible countermeasures will be determined.
Task 5 - Recommendations
The Consultant shall prepare a set of draft recommendations from all the above tasks. The
Consultant will identify proposed improvements or other techniques/treatments that will
mitigate potential impacts to the transportation system surrounding the proposed
development.

D. CONCEPTUAL DESIGN
The Consultant shall perform conceptual design services with the primary focus on
geometric layout using section corners and rough vertical to coordinate with the
development proposed along Prairie Bluff Drive. The preparation of the conceptual plans
and strip map will depict the alignments, profiles and proposed grading based on a LiDAR
surface and aerial.
The work to be performed by the Consultant under the Conceptual Design and Plans phase
will consist of the following tasks:
Task 1 – Develop Typical Sections
Develop typical sections for the mainline street improvements in consultation with the
City. Prepare typical sections, including lane widths, curb section/type, sidewalk widths,
right-of-way widths, pavement types and clear-zones.
Task 2 – Develop Conceptual Roadway Geometrics
Develop Conceptual roadway geometrics for the project. Intersection geometry is
included for six (6) locations with this task. Interchange geometrics at the I -80 exit and
entrance ramp terminals are NOT included in the scope of work.
Task 3 – Develop Roadway Horizontal Alignments and Vertical Profiles
Utilizing section corner information and LiDAR surface, develop horizontal alignment
and vertical profile for 6th Street.
Task 4 – Develop Conceptual Design Plans
Prepare conceptual level strip map and plans depicting typical cross sections, proposed
grading, paving, alignments and profiles, and pedestrian box locations.
E. FUNCTIONAL DESIGN
The Consultant shall perform functional design services with the primary focus on
geometric layout with alignments and profiles. The preparation of the functional design
plans will depict the alignments, profiles, and proposed grading.
The work to be performed by the Consultant under the Functional Design and Plans phase
will consist of the following tasks:
Task 1 – Develop Typical Sections
Typical sections from the Conceptual phase will be refined for the mainline street
improvements. Comments from the conceptual phase will be addressed and additional
details will be included to complete the proposed typical roadway section. Typical
sections completed will included proposed lane widths, curb section/type, sidewalk

Task 2 – Develop Functional Roadway Geometrics
Develop functional roadway and intersection geometrics for the project.
Task 3 – Develop Horizontal Alignments and Vertical Profiles
Utilizing functional geometrics, develop horizontal alignments and vertical profiles for
the mainline, sideroads, and connections to existing trails.
Task 4 – Develop Functional Public Utility Layout
Utilizing functional geometrics, develop utility corridors (i.e., electric, gas, water main,
street lighting, and storm sewer) to ensure appropriate horizontal spacings and necessary
right of way is acquired.
Task 5 – Functional Drainage Analysis and Culvert Layout
The Consultant shall identify and analyze major drainage areas adjacent to the corridor
from existing maps and LiDAR information. The results shall be used to determine
recommended culvert type, approximate size, and location for major roadway culvert
crossings.
The Consultant shall perform a hydraulic analysis of the drainage areas and associated
culverts under 6th Street. The culverts shall be sized to meet the capacity requirements
outlined in Chapter 2 of the SUDAS Design Manual. The consultant shall complete a
technical memorandum explaining the results of the hydraulic analysis and existing
culvert size and condition assessment. The functional design will also incorporate any
improvements found necessary by the capacity analysis and existing condition
evaluation. Using the culvert footprint, the Consultant will determine the potential needs
for easements and right-of-way based of existing GIS information available.
Task 6 – Miscellaneous Structure Design
The Consultant shall determine any needs for retaining walls within the corridor. Initial
wall profiles will be created and included in the Functional Design Plan Set.
Task 7 – Develop Truck Turning Movements Exhibit
Turning templates and software will be utilized to model how all allowed vehicles will
navigate the corridor as well as to/from the corridor from streets and accesses. An exhibit
will be produced to document these movements and their functionality in the corridor.
Task 8 – Develop Functional Design Plans
Prepare functional level plans depicting typical cross sections, proposed grading, paving,
alignments, and profiles.
Task 9 – Functional Opinion of Probable Costs
Prepare opinion of probable construction cost for the project. Detailed quantity takeoffs
will not be developed for the functional level cost estimate.

F. ENVIRONMENTAL SERVICES
The Consultant will complete the following environmental services as part of the Project.
Task 1 – Wetland and Water of the U.S. Delineation
The Consultant will perform a wetland and Waters of the United States (WUS)
delineation of the project area. The delineation will use mandatory technical criteria, field
indicators, and other sources of information to assess whether the project area has
jurisdictional wetlands or WUS. The classification will be performed by an experienced
biologist, environmental scientist, or engineer. If wetlands are present, the upper
boundaries within the project area will be identified. WUS will also be identified and
mapped during the delineation.
The methods the Consultant will use in the delineation generally follow the Regional
Supplement to the Corps of Engineers Wetland Delineation Manual: Midwest Region
(2010) and the Federal Manual for Identifying and Delineating Jurisdictional Wetlands
(1987). Under normal circumstances, wetlands generally have three essential
characteristics: hydrophytic vegetation, hydric soils, and wetland hydrology.
Our proposed Scope of Work includes the following:
• Assemble application information (i.e., aerial maps, soil classifications, site
hydrology, vegetation type, etc.). Review previous Delineation Reports in the
project area.
• Perform on-site visit to gather data pertaining to the hydrophytic vegetation
community, surface hydrology, and hydric soil characteristics. The following items
will be performed at discrete data point locations within suspect wetland areas on-
site.
• Assess each stratum of vegetation (i.e., trees, saplings/shrubs, herbs, and woody
vines). Vegetation will be classified by Genus species and dominance will be
assessed.
• Classify soil types and evaluate hydric soil indicators using shallow soil probes or
spade holes.
• Observe site characteristics for wetland hydrology indicators.
• Utilize a hand-held GPS unit (sub-meter accuracy) to map the location and
boundaries of delineated wetlands and WUS. If heavy tree cover is present, a non-
GPS survey may be needed to identify wetland boundaries. Fees for standard
surveying have not been included in this proposal.
• Prepare maps showing the delineated wetland and WUS area(s).
• Submit a Wetland and WUS Delineation Report containing the applicable data,
wetland jurisdictional rationale, and proposed project information.
The scope of this proposal includes one site visit to conduct a baseline delineation. The
fees in this proposal do not include additional meetings or data collection/evaluation that
may be requested by the U.S. Army Corps of Engineers (USACE).
Task 2 - Threatened & Endangered Species Habitat Assessment

The Consultant will perform a Threatened & Endangered (T&E) Species Habitat
Assessment for federally-listed T&E species. The assessment will include a review of
FWS’s Planning and Consultation System (IPaC) database to identify federally-listed
species of concern and records of known occurrences. The anticipated species of concern
include the following based on a preliminary IPaC review:
• Indiana bat (Myotis sodalis)
• Northern long-eared Bat (NLEB) (Myotis septentrionalis)
• Monarch Butterfly (Danaus plexippus)
A walking survey of the project area will be conducted by a project biologist or
environmental scientist to assess the potential for T&E species. A report will be prepared
to document the findings of the database search and field survey.
If suitable habitat is observed for any of the identified T&E species, additional studies,
such as insect surveys, acoustic surveys, emergence surveys, or botanical surveys, may be
needed.
Task 3 - Phase I Cultural Resource Survey
The Consultant will retain a subcontractor to perform a limited/cursory archeological
survey for review by the State Historical Preservation Office (SHPO) during the
permitting process. The Phase I investigation will consist of the project area.
G. PRELIMINARY ALIGNMENT SURVEY
The Consultant will complete the following preliminary survey services as part of the
Project.
Task 1 – Project Control / Section Corner Survey / Alignment Survey
Establish supplemental horizontal control for the Project area based on the City
permanent Horizontal Control monuments. Each permanent control point or benchmark
shall have horizontal coordinates, recovery information, and monument description. This
includes locating section corners, a diligent effort must be made to recover existing land
corner monuments necessary to establish the existing 6th Street alignment along the
project corridor. Accurate descriptions of the horizontal control points and benchmarks
will be created and recorded on the plan sheets.
Task 2 – Project Base Map
Incorporate field control survey, section corner and alignment survey information into an
electronic base map to be used for the design of the project. Incorporate section corner
locations, 6th St alignment information within the project limits into the base map. Right-
of-way lines and property ownership for parcels located within the corridor will be
referenced into the electronic files from Dallas County GIS information.
