RESOLUTION 2025-409
APPROVING FY2027 BUDGET DIRECTIVES AND CALENDAR
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the objective for the Budget Directives is to provide guidance for the development
of the City of Waukee FY2027 budget and present a fiscally responsible budget to the City
Council, allowing the Council to evaluate and approve a budget based on prudent policy
decisions; AND,
WHEREAS, the following budget directives are approved:
1) Evaluate potential rate reduction from current City levy of $12.80/per $1,000
2) Fiscally responsible Debt Service planning to meet Capital Improvement Plan needs
3) Align staffing, compensation & facilities plan with City priorities to meet needs of
growing community
4) Leverage resources to drive economic development and commercial taxable valuation
including regional attractions
5) Minimize the levels of enterprise funds' future rate increases and fee structures
6) Develop adequate maintenance schedules for capital facilities and infrastructure
7) Prioritize environmentally responsible purchasing considering life -cycle costs and
alignment with the City's sustainability goals
8) Find optimal level to determine the timing of equipment purchase & replacement
9) Utilize technology resources for operations and decision making
10) Provide transparency in budget documents and public meetings; AND,
WHEREAS, the Waukee City Council also approves the following FY2027 Budget calendar:
1) December 8, 2025 — Council CIP work session
2) January 26, 2026 — Council budget work session (all departments)
3) February 2, 2026 — Final Council budget work session (if needed)
4) March 2, 2026 — Council sets public hearing date on proposed FY2027 property tax for
new taxpayer statements
5) March 5, 2026 — deadline for City staff report to Iowa Department of Management
(DOM) containing HF718 specific information for County mailings
6) March 20, 2026 — deadline for County Auditor to mail HF718 Truth -in -Taxation
statements to all taxpayers
7) March 27, 2026 — City staff submit budget public hearing notice to Dallas County
News and/or Des Moines Register for publication
8) April 2, 2026 — Publication of public hearing notice(s) on the proposed FY2027
property tax amounts
9) April 2, 2026 — City staff post public hearing notices on City website and all social
media accounts
10) April 6, 2026 — Special City Council meeting to hold public hearing on the proposed
FY2027 property tax amounts and new taxpayer statements
11) April 6, 2026 — Immediately following the special City Council meeting, regular City
Council meeting to set public hearing for FY2027 budget approval
12) April 10, 2026 — City staff submit budget approval public hearing notice to Dallas
County News and/or Des Moines Register
13) April 16, 2026 — Publication of budget public hearing notice(s) on the proposed
FY2027 budget
14) April 20, 2026 — Regular City Council meeting to hold public hearing on and consider
approval of proposed FY2027 proposed budget
15) April 20, 2026 — Regular City Council meeting to hold public hearing on and consider
approval of proposed CIP
16) April 30, 2026 — State filing deadline
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
20th day of October, 2025, that it hereby approves the FY2027 budget directives and calendar.
