RESOLUTION 2025-410
APPROVING A REVISED CITY OF WAUKEE DRUG FREE WORKPLACE/DRUG
AND ALCOHOL TESTING POLICY
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee previously owned and operated a municipal gas utility, which
employed personnel subject to U.S. Department of transportation regulations under the Pipeline
and Hazardous Materials Safety Administrating (PHMSA); AND,
WHEREAS, the City's Drug Free Workplace/Drug and Alcohol Testing policy included
provisions specifically applicable to employees performing covered functions under PHSMA
regulations; AND,
WHEREAS, the City will complete the sale of its gas utility and no longer employ personnel in
roles subject to PHMSA drug and alcohol testing requirement; AND,
WHEREAS, it is necessary and appropriate to revise the City's Drug Free Workplace/Drug and
Alcohol Testing policy to reflect the organizational change and to remove all references to
PHMSA covered employees and associated regulatory obligations.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that it hereby
approves the revised Drug Free Workplace/Drug and Alcohol Testing policy.
Passed by the City Council of the City of Waukee, Iowa, and approved the 20th day of October,
2025.
