AGENDA ITEM:Consideration of approval of a resolution approving Master Service
Agreement with Comdata, Inc. for their Corpay Complete Services Program.
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The Finance Department would like to offer our accounts
payable vendors, a method to be paid electronically through Corpay. The Finance staff will
continue to process invoices as they do today, with the Directors or staff approving the
invoice, Finance entering the invoice, and presenting the bills to the City Council for approval.
After the bills are approved at the Council meeting, the payment file will be processed
electronically through Corpay, rather than the paper checks being mailed. Once the file has
been received by Corpay, they will process paper checks, ACH payments or virtual credit card
payments to our vendors via whichever method each individual vendor chooses.
The process will create several efficiencies for the City including the time no longer spent
processing and mailing checks, the decreased fraud liability since our payments will be sent
directly to Corpay and all vendor payments will be drawn from their account and with the
rebates expected to be earned using the program.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:Estimated $75,000/year
revenue after $5,000 one-time set-up fee and approximate $825/month fee.
STAFF REVIEW AND COMMENT: Staff recommends Waukee enroll in the Corpay Complete
Services Program and hold the new revenues, to be used in the year after
collection as approved with the initial vendor pay program in December of
2012, for finance department items such as equipment or computer software
upgrades.
RECOMMENDATION: Approve the Resolution

APPROVING MASTER SERVICES AGREEMENT WITH COMDATA, INC. D/B/A
CORPAY
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City desires to join the Comdata Corpay Complete program; AND,
WHEREAS, Corpay would make vendor payments electronically, issue paper checks, initiate
automatic clearing house and supply the City with physical employee credit cards.
WHEREAS, The City will receive rebates based on our participating vendor payments volume.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee on this
15th day of December, 2025, that the Master Services Agreement between Comdata Inc. for
Corpay Complete Services and the City of Waukee, Iowa is hereby approved.
