AGENDA ITEM:Consideration of approval of Payment Estimate No. 8 (partial release of
retainage) to Elder Corporation for the Spring Crest Park Project in the
amount of $28,688.36.
FORMAT:Motion
SYNOPSIS INCLUDING PRO & CON: Payment Estimate No. 8 to Elder Corporation is for a
partial release of retainage. Design team and City staff feel it is appropriate to
release the partial retainage based on the punch list items that have been
completed. This is the release of a majority of the retainage on the project.
The remaining retainage is based on two times the value for lawn seeding
scope that was not completely established in Fall 2025. The project site will
be reviewed in Spring 2026 to confirm satisfactory lawn in these areas prior to
release of remaining retainage. We are still withholding $5,469.60 from the
project. Lien waivers, letter notifying sub-contractors of their request, and a
notification from the bond company have been received by city staff.

Spring Crest Park | City of Waukee
Genus Project No. 24008
Please find enclosed Construction Pay App No. 8 in the amount of
$28,688.36 for the above-referenced project. This amount reflects partial
release of retainage. The quantities have been reviewed and agreed
upon by the contractor. Additionally, the contractor has submitted all
required lien waivers from subcontractors. We hereby recommend that
the City of Waukee approves this pay application for Elder Corporation.
For records, the remaining retainage is based on two times the value for
lawn seeding scope that was not established in Fall 2025. The project
site will be reviewed in Spring 2026 to confirm satisfactory lawn in these
areas prior to release of remaining retainage.
