SYNOPSIS INCLUDING PRO & CON: Bids were received by 2:00 p.m. on Wednesday,
December 17, 2025. Four bids were received, with the apparent low bid
submitted by PDM Glass of Des Moines, IA, in the amount of
$155,170.00.

STAFF REVIEW AND COMMENT: Staff recommends awarding the project to PDM Glass of
Des Moines, IA, in the amount of $155,170.00.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE EARLY BID PACKAGE FOR EXISTING
FIRE/POLICE BUILDING RENOVATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Early Bid Package for Existing Fire/Police Building Renovation,
described in the plans and specifications heretofore adopted by this Council on January 5, 2026,
be and is hereby accepted, the same being the lowest responsive, responsible bid received for such
work, as follows:
Contractor:PDM Glass of Des Moines, IA
Amount of bid:$155,170.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Waukee PD/FD Building Renovation: Bid Package #1 Exterior Glass & Glazing
Dear Brad:
At 2:00 p.m., Wednesday December 17th, 2025, bids were received for the Waukee PD/FD Building
Renovation project: Bid Package #1 Exterior Glass & Glazing. The work includes all materials, equipment,
transportation and labor necessary to complete the exterior glass and glazing improvements for the project
that will be part of the larger renovation of the Existing Waukee Fire/Police Building at 1300 SE LA Grant
Parkway in Waukee. The balance of the renovation scope of work will be bid at a later date as a separate
bid effort. The overall project is generally described as follows:
The City of Waukee is planning to renovate their existing Police and Fire Department Building to more
closely align with the overall operation and design concept implemented at the new Waukee Public Safety
Facility. The existing facility is approximately 25,000 SF. The Fire Department occupies the south portion of
the building. The north portion of the building formerly occupied by the Police Department will be renovated
for the City of Waukee’s Community Development group. A comprehensive renovation of the office and
living space is planned including updates to the apparatus bays and doors and repurposing portions of the
apparatus bays for fitness and turnout gear areas. Other areas of the building to be updated include the
front entry and shared lobby area, as well as outdoor areas. Improvement and repairs are included for
exterior areas of masonry, gutters and downspouts and site paving. The majority of the mechanical and
electrical systems are anticipated to be updated to service the new functions and layout.
There were 4 bids received and opened. The lowest responsive and responsible bid is as follows: PDM
Glass, 220 SE 6th Street, Suite 100, Des Moines, IA 50309, with a base bid of $155,170.00.
It is the recommendation of Ryan Companies that the City of Waukee execute a contract with those
contractors listed above.
