Addition (390 NE Alice’s Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
building addition to an existing data center. The property is located north of
Hickman Road and west of NE Alice’s Road, containing 5-acres.
The property includes an existing data center building and exterior mechanical
units. The existing building is approximately 19,453 square feet in area and
22-ft in height at the tallest point. The existing building was built in 2009.
The project includes additions to the existing building. A total of 33,522
square feet of building space is being proposed to be added to the existing
building. This includes a 2,145 square foot office addition along the east side
of the building and a 31,377 square foot warehouse addition along the west
side of the building. Both of these spaces are proposed to be single-story and a
maximum of 22-feet in height at the tallest point.
The project also includes additional parking to accommodate the new space, a
trash enclosure at the northwest corner of the site, additional mechanical
equipment on site for the data center, a loading dock at the northwest corner
of the building, and a 6-foot-tall ornamental fence surrounding the entire
property with a gate at the entrance.
The existing access into the site from NE Alice’s Road will remain.
The project includes an expansion of the parking lot in order to provide
additional parking. The site currently includes a total of 30 parking spaces.
The proposed site plan will add a total of 35 parking spaces, for a total of 65
parking spaces for the overall site, including 2 accessible spaces. This will
meet the required amount of parking spaces.
The new addition will be serviced with all public utilities. Stormwater
detention is provided both offsite and within the southeast corner of the site.
A minimum of 25% of the project area is required to be open space. The total
amount of open space proposed is 40%. The landscape plan meets the
requirements of the Landscape and Open Space Ordinance.
The elevations of the office portion of the building addition are proposed to be
constructed of brick veneer to match the existing building, aluminum
paneling, and storefront glazing. The elevations of the warehouse portion of
the building addition are proposed to be constructed of precast paneling and

brick to match the existing building. The trash enclosure will be constructed
of the same brick to match the building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on November 25, 2025,
and recommended approval:

addition, as requested by ONENECK DATA CENTER HOLDINGS LLC, represented by Jordan
Cogley of Etzel.

Alice’s Road), seconded by Commissioner Lohse. Ayes: Broderick, Streit, Bankole, Beenken, Lohse,
Tuel, and Bannister. Nays: None. Motion carried.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for US Signal – Addition, subject to remaining staff comments on November 25,
2025; AND,
WHEREAS, the Site Plan for US Signal – Addition is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for US Signal – Addition is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of January, 2026, that the Site Plan for US Signal – Addition is approved.

GENERAL NOTES

VOLUME FOR A 1-YEAR, 24-HOUR STORM EVENT. THE SYSTEM SHALL HAVE A STORAGE CAPACITY OF 19,456 CUBIC FEET. OPERATION AND MAINTENANCE SHALL BE THE RESPONSIBILITY
OF THE OWNER AND PERFORMED IN ACCORDANCE WITH STORMVAULT’S PUBLISHED OPERATION AND MAINTENANCE GUIDELINES TO ENSURE CONTINUED PERFORMANCE AND
COMPLIANCE WITH THE DESIGN INTENT.
1.1.2.A STORMWATER CONTROL STRUCTURE, DESIGNED BY THE ENGINEER OF RECORD (EOR) AND CONSTRUCTED AND INSTALLED BY THE CONTRACTOR, WILL BE INSTALLED TO REGULATE

5.POLLUTION PREVENTION MEASURES
5.1.CONTRACTOR TO MINIMIZE THE DISCHARGE OF POLLUTANTS FROM EQUIPMENT AND VEHICLE WASHING, WHEEL WASH WATER AND OTHER WASH WATERS. WASH WATERS MUST BE
