JOB DESCRIPTION
Job Title: Budget and Finance Analyst Reports to: Finance Director
Dept/Div: Finance Direct Reports: None
Pay Grade: N31 FLSA Status: Exempt – Executive
JOB PURPOSE: The Budget and Finance Analyst performs a variety of professional accounting, budgeting,
forecasting and financial reporting functions to support fiscal integrity and long-term financial
sustainability. This position plays a key role in the preparation and administration of the
City’s annual budget, capital improvement plan, financial forecasts, and required financial
reports, ensuring compliance with Iowa code, Governmental Accounting Standards Board
(GASB) standards, Government Finance Officers Association (GFOA) best practices, and
City policies.
ESSENTIAL FUNCTIONS:

1. Assists in the preparation of the City’s annual operating budget document in accordance with the standards
of the Government Finance Officers Association’s Distinguished Budget Presentation Award Program.
2. Reviews, analyzes, and evaluates budget data submitted by departments for inclusion in the annual budget
and five-year capital improvement plan.
3. Assists in the preparation of long-range financial forecasts, including establishing benchmarks and
estimating revenue and expenditure sources; researches historical and projected financial trends.
4. Assists in the development, implementation, and monitoring of budget and financial policies and
procedures.
5. Prepares annual capital improvement plan documents utilizing data provided by multiple departments.
6. Assists in the preparation of the City’s Annual Financial Report/Annual Comprehensive Financial Report
(ACFR) and supports the external audit process.
7. Assists in the preparation of required State and Federal reports, including grant, budget, tax increment
financing (TIF), urban renewal and other finance related reports.
8. Monitor budget performance throughout the fiscal year and prepare variance analysis, identifying causes
and financial impacts on City operations.
9. Prepares budget amendments and transfers, including reviewing and estimating year-to-date revenues and
expenditures for all funds, compiling department amendment requests, reviewing and processing approved
internal budget transfers in accordance with budget policies.
10. Maintains central grant files and prepares grant-related schedules and reports as required.
11. Assists in the maintenance, and effective use of the City’s financial management systems and other
finance-related software.
12. Prepares financial analyses, reports, and presentations for City management, City Council and other
stakeholders.
13. Performs other duties or assumes other responsibilities as apparent or assigned.

4. Able to react to a work environment that will change day to day requiring quick departure, and
reorganization of one’s schedule.
5. Proficiency in Microsoft Excel and other financial analysis tools.
6. Perform in a self-directed manner while collaborating effectively with others.
7. Ability to analyze accounts and transactions for discrepancies and effect on financial reports.
8. Ability to compile financial data, interpret, prepare reports, and present information clearly and accurately.
9. Demonstrate sound time-management skills by effectively or efficiently organizing, prioritizing, and
completing multiple assignments in a timely manner.
10. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and
procedures ensuring that all work meets those standards.
11. Continually seeks and accepts opportunities for personal and professional growth.
QUALIFICATIONS:
1. Bachelor’s degree in accounting, financial management or closely related field.
2. Three (3) years related work experience. Municipal experience preferred.
3. Experience with governmental, fixed asset and capital project accounting processes preferred.
4. An equivalent combination of education and experience may be considered.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to sit, stand and move about the
office; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms. The
employee is required to speak, hear and see in order to share information, receive instructions and complete
tasks using a computer screen. The employee must occasionally lift and/or move up to 25 pounds.
WORKING CONDITIONS:
1. Climate controlled office with hazards typical to that environment.
2. Position requires occasional travel within and outside of the City which imposes common travel hazards.
3. Standard work hours are Monday – Friday 8:00 AM – 5:00 PM with additional evening and weekend hours
as required.
4. There is no residency requirement for this position.
