CITY COUNCIL MEETING COMMUNICATION
MEETING DATE: January 19, 2026
AGENDA ITEM: Public hearing on the annexation of consenting and non-consenting properties
by the City of Waukee, Iowa with consideration of the annexation taking
place immediately thereafter [Hubbell Realty Company / New Pioneer Gun
Club / Jerome Aldrich]
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: Staff has received voluntary annexations applications from
Hubbell Realty Company and The New Pioneer Gun Club. The property is
generally located south of Westown Parkway and west of SE L.A. Grant
Parkway. The total acreage of consenting property is 100.43-acres of
consenting property. The current uses of the properties are for agricultural
purposes and for a private shooting range.
The City initially included the annexation of non-consenting property, a 0.75-
acre parcel that adjoins the consenting properties, owned by Jerome A.
Aldrich as part of the annexation request as allowed by Iowa Code Chapter
368.7. After discussions with the City Development Board regarding concerns
that the City Development Board raised regarding the annexation of the non-
consenting property, staff believe it is in the best interest of the city to remove
the non-consenting property from the annexation and proceed forward with
annexation of only the consenting property owners.
Attached to this coversheet are the legal descriptions and a map identifying
the initially proposed annexation areas. In addition, staff has attached the
amended legal description and map of the proposed annexation area.
Staff is recommending proceeding forward with the annexation of the
consenting properties which includes a total of approximately 100.43-acres.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:

STAFF REVIEW AND COMMENT: The proposed annexation is consistent with future growth
parameters identified within the Waukee Comprehensive Plan.
RECOMMENDATION: Hold the Public Hearing
