HomeMy WebLinkAbout2026-01-19 G04 Rezoning, WCSD Admin Building Expansion_PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 19, 2026 AGENDA ITEM: Public hearing on an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from C- 1A [Neighborhood Commercial District] to C-1 [Community and Highway Service Commercial District] (WCSD Admin Building Expansion) FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: The owner and applicant is the Waukee Community School District. The property is located south of SE University Avenue and west of Grand Prairie Parkway, containing 10.22-acres. The applicant is requesting to rezone the property from C-1A, Neighborhood Commercial District, to C-1, Community and Highway Service Commercial District, for the expansion of the existing Waukee Community School District Administration Building. The subject property is located just to the east of the current administration building. The property proposed to be rezoned is currently vacant, besides a regional storm water detention pond located on the south side of the property. The current zoning of C-1A would allow for the proposed use, but because they are proposing the overall building to be greater than 50,000 square feet, the proposed building would not fit the requirements of the C-1A zoning district. Also, because the property that includes the existing administration building to the west, is zoned C-1, Community and Highway Service Commercial District, it requires the subject property to be rezoned so that when they add on to the existing building, the entire building will be located within one zoning district and not two. Notification of the rezoning request was sent out on January 2nd. The rezoning signs were placed on the property by the required deadline. Staff have not received any correspondence for or against the request. Staff has taken a phone call from a nearby resident in relation to the existing pond. The homeowner was concerned that the pond would go away. The existing pond is planned to remain as it provides stormwater detention for the surrounding neighborhood. The school district owns and maintains the pond. The concept plan provided shows a 44,300 square foot addition to the existing building. The addition is proposed to be two stories. The existing building is a single-story building and just under 25,000 square feet in area. The concept plan also shows a new parking lot. Access will be provided off of SE Parkview Crossing Drive. An access drive will also be provided between the existing parking lot for the existing building to the west and the new parking lot. Pedestrian connections are shown into the site from the surrounding public sidewalks. The Kettlestone Master Plan shows the subject property as office. The proposed rezoning is consistent with the Kettlestone Master Plan. G4 FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the rezoning request on January 13, 2026, and recommended approval: Approval of a Rezoning related to a change from C-1A [Neighborhood Commercial District] to C-1 [Community and Highway Service Commercial District] (WCSD Admin Building Expansion) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a rezoning for a commercial/office development, as requested by Waukee Community School District, and represented by Joel Jackson of Bishop Engineering. The property is generally located south of SE University Avenue and west of Grand Prairie Parkway, containing approximately 10.22 acres.
