AGENDA ITEM: Consideration of approval of resolution approving a final plat for Painted
Woods West Plat 6
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for
Painted Woods West Plat 6, north of Interstate 80 and west of 6th Street,
containing 21.42-acres. The property is zoned R-2, One and Two Family
Residential District with a Planned Development Overlay and R-2, One and
Two Family Residential District.
The final plat includes 57 lots for single-family residential development. Forty
lots are zoned R-2 and 17 lots are zoned R-2/PD-1. The R-2 lots range in size
from 8,125 square feet to 19,332 square feet. The R-2/PD-1 lots range in size
from 6,000 square feet to 10,685 square feet. All proposed lots meet or exceed
the minimum requirements of the R-2 and R-2/PD-1 zoning districts.
Extensions of existing public streets are included with this plat as well as new
public streets. An 8-ft wide trail will be installed along the east side of
Paradise Lane. Five-foot-wide sidewalks will be provided along all other sides
of all streets with individual lot development.
Public utilities will service the proposed development. Stormwater detention
will be provided in a large detention basin located within Outlot Y to be
owned and maintained by the homeowner’s association.
Parkland dedication will be provided with the dedication of Outlot Z to the
City of Waukee. Outlot Z is 1.49-acres in area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on October 14, 2025, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat for a single-
family residential subdivision, as requested by JJR Holdings, LLC, represented by Erin Ollendike of
Civil Design Advantage
The property is generally located north of Interstate 80 and west of 6th Street, containing approximately
21.42 acres, and was rezoned from A-1 to R-2, R-2/PD-1 and R-4 in March 2022. A preliminary plat
was approved in August 2022.

Motion by Commissioner Broderick for Approval of a Final Plat for Painted Woods West Plat 6,
seconded by Commissioner Lohse. Ayes: Broderick, Beenken, Lohse, and Tuel. Nays: None. Motion
carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Painted
Woods West Plat 6.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR PAINTED WOODS WEST PLAT 6
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization;
AND,
WHEREAS, JJR HOLDINGS, LLC, has requested final plat approval of Painted Woods West Plat 6 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
October 14, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods West Plat 6 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 19th day
of January, 2026, that the Final Plat for Painted Woods West Plat 6 be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Outlot Z);
2. Warranty Deed (Street Lots A, B, C and D);
3. Public Storm Sewer Easement;
4. Public Water Main Easement;
5. Public Sanitary Sewer Easement;
6. Public Overland Flowage Easement;
7. Public Utility Easement;
8. Offsite Public Storm Sewer Easement;
9. Offsite Public Utility Easement;
10. Offsite Temporary Public Storm Sewer Easement;

HISTORY
The subject property is located north of Interstate 80 and west of 6th Street. The property was rezoned from A-1 to R-
2, R-2/PD-1 and R-4 in March 2022. A preliminary plat was approved in August 2022.
PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 57 lots for single family residential development. Forty lots are zoned R-2 and 17 lots at
the south side of the plat are zoned R-2/PD-1. The R-2 lots range in size from 8,125 square feet to 19,332 square feet.
The R-2/PD-1 lots range in size from 6,000 square feet to 10,685 square feet. All lots meet or exceed the minimum
requirements of the R-2 and R-2/PD-1 zoning districts. Table 1 below summarizes the minimum requirements for the
lots within the plat.

The lots zoned R-2/PD-1 are subject to the following requirements of the Planned Development when they are
developed:
• Minimum two car garage;
• Minimum of 1,100 square feet for a single story home and 1,400 square feet for a two story home;
• Adjacent lots cannot share the same building elevation;
• Minimum of 25% stone, brick, or stucco on the front of the home facing the public street; and
• Two (2) trees and two (2) shrubs planted on each lot at the time of individual lot development.
The final plat also includes two outlots, Outlots Y and Z. Outlot Y is for storm water detention and will be owned and
maintained by the homeowner’s association. Outlot Z will be dedicated to the City of Waukee for parkland.
