JOB DESCRIPTION
Job Title: Stormwater MS4 Program Administrator Reports to: Asst. PW Director - Engineering
Dept/Div: Public Works/Engineering Direct Reports: None
Pay Grade: N28 FLSA Status: Non-Exempt
JOB PURPOSE: The Stormwater MS4 Program Administrator is responsible for oversight of the City’s
National Pollution Discharge Elimination System – Municipal Separate Storm Sewer System
(NPDES MS4) Permit issued by the Iowa Department of Natural Resources (IDNR) as
required by the Clean Water Act. The functions include collecting, analyzing and reporting
data on the City’s stormwater system.
ESSENTIAL FUNCTIONS:

1. Reviews and understands the requirements of the NPDES MS4 permit.
2. Plans, organizes and administers the permitting, monitoring, inspection, enforcement, pollution prevention,
and data management activities in accordance with Federal, State and local laws to maintain NPDES MS4
permit compliance.
3. Executes and oversees the planning, coordination, and prioritization of the work of technicians and interns
for compliance with the NPDES MS4 permit.
4. Completes investigations and prepares notices of violation after consultation with supervisor.
5. Maintains a public education outreach program to generate public acceptance and cooperation in
stormwater program initiatives.
6. Represents the City at meetings and makes presentations to public interest groups.
7. Compiles data on city-wide activities and writes the NPDES MS4 permit annual report for submission to
IDNR.
8. Reviews changes to the NPDES MS4 permit and proposes updates to the City’s program to address
those changes.
9. Receives and investigates complaints regarding stormwater and illicit discharge.
10. Coordinates and reviews stormwater grant applications.
11. Creates and maintains a database of public and private stormwater facilities within the City.
12. Performs other duties or assumes other responsibilities as apparent or assigned.

QUALIFICATIONS:
1. Associate’s degree or technical training required. Bachelor’s degree in environmental science,
engineering, or a related field preferred.
2. Five (5) years of stormwater management, NPDES permit compliance or related work experience
required.
3. EnviroCert International Certified Professional in Erosion and Sediment Control (CPESC) OR Certified
Professional in Municipal Stormwater Management (CPMSM) required (or be able to obtain within one
year from date of hire).
4. Must possess a valid Iowa Driver’s License and meet the requirements of the City's motor vehicle policy.
PHYSICAL REQUIREMENTS:
1. Able to walk and stand for long periods of time on different surfaces including walkways, trails, stairs and
undeveloped areas.
2. Able to perform all essential functions of the position while wearing required protective equipment.
3. Able to occasionally remove manhole cover weighing over 100 pounds with the use of assistive devices.
4. Able to maneuver in undeveloped areas on uneven surfaces for up to two miles in various types of
weather.
5. Able to perform work outdoors for portions of the workday in varying weather conditions.
6. Able to sit for long periods of time and to maintain focus on project such as computer screen or detailed
paperwork.
7. Be able to effectively communicate orally (in person and over the telephone) and in writing (using
electronic devices and handwritten) in English with other employees and members of the community.
WORKING CONDITIONS:
1. During summer months outside temperatures can be over 100 degrees for entire scheduled work day.
2. During winter months outside temperatures can be below zero for entire scheduled work day.
3. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may
be encountered.
4. May be exposed daily to odors, dusts and gasses that may be uncomfortable or hazardous if proper
procedures are not followed.
5. Position requires travel within and outside of the City which imposes common travel hazards.
6. Standard work hours are 7:00 – 3:30 pm and will include weekends and evenings as required.
7. Willing to work long hours if necessary to meet the expectations of the job description.
8. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within Waukee Public Works Building.
9. There is no residency requirement for this position.
