FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The City Administrator, Public Works Director and Human Resource Director recommend the approval of the job description and pay grade. Job Description – Right of Way Permit Technician PREPARED BY:Michelle Lindsay REVIEWED BY: I1D1 THE CITY OF WAUKEE, IOWA RESOLUTION 2026- APPROVING JOB DESCRIPTION AND PAY GRADE [RIGHT OF WAY PERMIT TECHNICIAN] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City Administrator, Public Works Director, and Human Resources Director propose the creation of a Right of Way Permit Technician job description; AND, WHEREAS, the pay grade for the Right of Way Permit Technician shall be N24; AND, WHEREAS, the City Administrator, Public Works Director and Human Resource Director recommend establishing the position and approving the job description and pay grade. PW Dir. - Engineering Dept/Div: Public Works/Engineering Direct Reports: None Grade: N24 FLSA Status: Non-Exempt JOB PURPOSE: The Right of Way (ROW) Permit Technician is responsible for conducting field inspections for both right of way permit work and private development projects to ensure general conformance with municipal code, plans, specifications and public safety standards are met. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Reviews current and proposed private development or property owner construction activities under ROW permits for compliance with approved plans and city requirements. 2. Conducts inspections on private development or utility projects to ensure general conformance to the plans and specifications. 3. Schedules and conducts ROW inspections including pre and final inspections of permitted work including sidewalks, trails, ADA pedestrian ramps, utility placement, sanitary sewer taps, roadway patches, and restoration. 4. Verifies that work in City ROW has been properly permitted and meets City specifications and standards. 5. Collects data using global position system to locate city infrastructure systems such as water, gas, and sewer mains. 6. Responds to emergency and on-call situations for any Public Works Division in a timely manner. 7. Plows snow during regular business hours and after hours during snow emergencies. 8. Documents inspections via daily reports and maintains permits using applicable software. 9. Responds to public and contractors’ questions and concerns; conducts field reviews in response to inquiries as necessary. 10. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Able to use and operate electronic mapping systems and record keeping and various electronic devices. 12. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. Perform work in a safe manner complying with all applicable safety rules, regulations and procedures while protecting self and all others from injury. 14. Attentive to the City's and Public Works' standards for customer service, accuracy, quality, efficiency and all City and Department policies and procedures. QUALIFICATIONS: 1. High School Diploma or GED required; Associate degree or technical training preferred. 2. Three (3) years of related work experience in right-of-way permitting, public works, utilities, or a closely related field. 3. Must possess a valid Class B Iowa Commercial Driver's License (CDL) with air brake endorsements or ability to obtain within 6 months of hire and meet the requirements of the City's motor vehicle policy. PHYSICAL REQUIREMENTS: 1. Able to walk and stand for long periods of time on different surfaces including walkways, trails, stairs and undeveloped areas. 2. Able to lift, carry, push and pull up to 50 pounds. 3. Able to move objects weighing over 100 pounds using assistive devices occasionally. 4. Able to climb different types of ladders and stairs. 5. Able to spend majority of work related time outdoors. 6. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather. 7. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature will be encountered. 2. May be exposed daily to odors, dusts and gasses that may be uncomfortable or hazardous if proper procedures are not followed. 3. During different job duties the noise inside or outside can become very loud. 4. Position requires travel within and outside of the City which imposes common travel hazards. 5. Standard work hours are 7:00 am - 3:30 pm and will include weekends and evenings as required. 6. Willing to work long hours if necessary to meet the expectations of the job. 7. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Works Department.
