AGENDA ITEM:Consideration of approval of a resolution setting forth check
authorization procedures and authorized signatories for the City
accounts, in accordance with generally accepted accounting standards
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: Following the retirement of Linda Burkhart, the
proposed resolution adds Finance Director Rachel Downing as an
alternate signatory for City accounts. City Administrator Brad Deets and
City Clerk Becky Schuett remain the primary signatories.

THE CITY OF WAUKEE, IOWA
RESOLUTION 2026-
SETTING FORTH CHECK AUTHORIZATION PROCEDURES AND AUTHORIZED
SIGNATORIES FOR THE CITY ACCOUNTS IN ACCORDANCE WITH GENERALLY
ACCEPTED ACCOUNTING STANDARDS
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa, is a duly organized municipality within Dallas County;
AND,
WHEREAS, the City of Waukee has hired Rachel Downing as Finance Director, following the
retirement of Linda Burkhart; AND,
WHEREAS, Denman & Company advises that generally accepted accounting standards dictate
that the City assure appropriate checks and balances are in place and that it is appropriate to
name the City Administrator, City Clerk and Finance Director as the authorized signatories;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
2nd day of February, 2026, that Bradly M. Deets, City Administrator be authorized to execute
checks on behalf of the City of Waukee, with Rebecca D. Schuett, City Clerk, jointly, and that
Rachel Downing, Finance Director, be authorized as alternate signatory, effective immediately.
