FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The City Administrator, Finance Director and Human Resource Director recommend the approval of the job description and pay grade. Job Description – Accountant PREPARED BY:Michelle Lindsay REVIEWED BY: I1E THE CITY OF WAUKEE, IOWA RESOLUTION 2026- APPROVING JOB DESCRIPTION AND PAY GRADE [ACCOUNTANT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City Administrator, Finance Director, and Human Resources Director propose the creation of an Accountant job description; AND, WHEREAS, the pay grade for the Accountant shall be N26; AND, WHEREAS, the City Administrator, finance Director and Human Resource Director recommend establishing the position and approving the job description and pay grade. Schuett, City Clerk RESULTS OF VOTE: AYE NAY ABSENT ABSTAIN Kala Anderson Chris Crone Rob Grove Lori Lyon Anna Bergman Pierce Accountant Page 1 Council Approved 2-17-2026 City of Waukee JOB DESCRIPTION Job Title: Accountant Reports to: Finance Director Dept/Div: Finance Direct Reports: None Pay Grade: N26 FLSA Status: Non-Exempt JOB PURPOSE: The Accountant performs technical level accounting, forecasting, auditing and financial reporting functions specifically related to governmental accounting. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Assists with external annual audit preparation and reports recommending and implementing internal audit procedures. 2. Posts daily receipt activities to general ledger. 3. Prepares and files the annual street finance report. 4. Prepares monthly property tax deposit entries. 5. Verifies department/vendor documentation for change orders and pay estimates, and processes payments and signed documentation after Council approval. 6. Processes online credit card deposit transactions and ambulance revenues. 7. Tracks developer deposits and submits releases for payment as needed. 8. Manages the City’s fixed asset report for annual audit, budget and insurance purposes assisting with creation and monitoring of vehicle and equipment replacement schedules while verifying asset disposition request information. 9. Prepares periodic departmental reports and reconciliations. 10. Coordinates and assists with capital project tracking. 11. Prepares and issues annual vendor 1099s, reviews purchasing contracts and posts monthly journal entries as needed. 12. Prepares work papers for the City’s annual financial audit. 13. Manages the State Setoff collection process for the City. 14. Serves as back-up for other positions in the finance department including utility billing and payroll. 15. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Ability to analyze accounts and transactions for discrepancies and effect on financial reports. 7. Ability to compile information and to prepare reports. 8. Demonstrate sound time-management skills by effectively or efficiently organizing, prioritizing, and completing multiple assignments in a timely manner. 9. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work meets those standards. 10. Bachelor’s degree in accounting, financial management or closely related field. 2. Two (2) years related work experience. 3. Experience with governmental accounting, fixed asset and capital project accounting processes are strongly preferred. 4. An equivalent combination of education and experience may be considered. PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to sit, stand and move about the office; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms. The employee is required to speak, hear and see in order to share information, receive instructions and complete tasks using a computer screen. The employee must occasionally lift and/or move up to 25 pounds. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Standard work hours are Monday – Friday 8:00 AM – 5:00 PM with additional evening and weekend hours as required. 4. There is no residency requirement for this position.
