AGENDA ITEM:Consideration of approval of a resolution approving training expense
reimbursement agreement between Brandon Culmore and the City of
Waukee, and authorizing Chief McCluskey to execute agreement.
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: Brandon Culmore is a certified law enforcement
officer who was employed and initially certified by the Iowa City Police
Department. Officer Culmore has completed the hiring process to join
the Waukee Police Department and we anticipate a start date of March 9,
2026. In consideration for Officer Culmore laterally transferring from
the Iowa City Police Department to the Waukee Police Department, we
will buyout his training contract through Iowa City in the amount of
$16,665.57. The buyout will then generate a new employment
agreement with the City of Waukee whereby Officer Culmore agrees to
remain employed by the City of Waukee for a minimum of three years
from the date of hire. Should Officer Culmore separate from the City of
Waukee within the three year period, he agrees to repay the buyout costs
on a prorated basis. This arrangement reduces the cost to the City over
hiring a non-sworn officer and paying for their initial certification while
also allowing the Police Department to onboard and train Officer
Culmore on a much quicker timeline than a non-sworn officer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
The estimated total expense for Officer Culmore is $16,665.57, which is the remaining amount of
his training reimbursement agreement with the Iowa City Police Department.

RESOLUTION 2026-
APPROVING TRAINING EXPENSE REIMBURSEMENT AGREEMENT BETWEEN
BRANDON CULMORE AND THE CITY OF WAUKEE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Brandon Culmore is a certified law enforcement officer who was employed and
initially certified by the Iowa City Police Department; AND,
WHEREAS, Officer Culmore will join the Waukee Police Department effective March 9, 2026;
AND,
WHEREAS, City staff recommends approval of a Training Expense Reimbursement Agreement
to buy out his Iowa City training contract, which will then generate a new employment
agreement with the City of Waukee; AND,
NOW THEREFORE BE RESOLVED by the City Council of the City of Waukee, Iowa on
this 2nd day of March, 2026, that the Training Expense Reimbursement Agreement between
Brandon Culmore and the City of Waukee, IA, is hereby accepted.
BE IT FURTHER RESOLVED that Police Chief Chad McCluskey is hereby authorized to
execute the agreement on behalf of the Waukee Police Department and the City of Waukee.
