Creek Headwaters and Greenway Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The bids are for all labor, materials and equipment
necessary for approximately 45,000 CY of excavation and soil spreading for the construction of
forebays, wetland pool areas and earthen embankments, a concrete weir outlet structure, storm
sewer, erosion control, surface restoration and miscellaneous associated work, including cleanup.
Bids were received on March 11, 2026, with three general contractors submitting bids. The
engineer’s estimate for the project was $710,000.00, The apparent low bid was submitted by
Bedrock Gravel Inc. of Schleswig, Iowa for $566,917.00 This bid is approximately 20% lower
than the engineer’s estimate.
Based on review of the bids received and the project budget, Veenstra & Kimm, Inc. recommends
award of the project for a total amount of $566,917.00 to Bedrock Gravel Inc. of Schleswig, IA.
The total project budget is $2,000,000.00. This project has a completion date of December 24,
2026.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $566,917.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
the contract to Bedrock Gravel Inc. of Schleswig, IA [Little Walnut Creek Headwaters Wetland
and Greenway Project].
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE LITTLE WALNUT CREEK
HEADWATERS WETLAND AND GREENWAY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Little Walnut Creek Headwaters Wetland and Greenway, described in
the plans and specifications heretofore adopted by this Council on March 16, 2026, be and is
hereby accepted, the same being the lowest responsive, responsible bid received for such work, as
follows:
Contractor:Bedrock Gravel, Inc.,of Schleswig, IA
Amount of bid:$566,917.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

RECOMMENDATION TO AWARD CONTRACT
The City of Waukee received bids until 2:00 P.M. on Wednesday, March 11, 2026, for the Little
Walnut Creek Headwaters Wetland and Greenway project. A total of three bids were received as
follows:
After review of the bids received, Veenstra & Kimm, Inc. would recommend the City of Waukee
award contract for the Little Walnut Creek Headwaters Wetland and Greenway project to
Bedrock Gravel, Inc. in the amount of $566,917.00 based on their bid received March 11th, 2026.
