SYNOPSIS INCLUDING PRO & CON: The Parks & Recreation Department has an
agreement to provide musical entertainment for the 2026 Independence
Day Celebration. The agreement with Joshua Sinclair is $2,000 and is in
the FY26 budget for the celebration. Staff recommend approval of the
agreement.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $2,500.00
COMMISSION/BOARD/COMMITTEE COMMENT: Park Board has approved

RESOLUTION 2026-
APPROVING A BAND CONTRACT WITH JOSHUA SINCLAIR FOR THE 2026
INDEPENDENCE DAY CELEBRATION [WAUKEE PARKS & RECREATION
DEPARTMENT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, the City of Waukee Parks & Recreation Department wishes to engage the
services of a band for entertainment at the 2026 Independence Day Celebration Event; AND,
WHEREAS, artist Joshua Sinclair has provided an agreement for such services at Waukee’s
2026 Independence Day Celebration.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that the
2026 Independence Day band agreement held on July 4, 2026 [Waukee Parks & Recreation
Department] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved this 16th day of March
2026.

1. PARTIES
This Agreement is made on March 16, 2026 between City of Waukee Parks & Recreation
Department ("Purchaser") and Joshua Sinclair ("Artist").
2. ENGAGEMENT
Event Name: Waukee’s Independence Day Celebration
Date: Saturday, July 4, 2026
Venue/Location: Centennial Park, 1255 S Warrior Lane, Waukee, Iowa 60263
Performance Time: 4 p.m. to 6:30 p.m. (Length: 2.5 hours)
Load-in/Soundcheck: Time will be determined between the Artist and Go
Stagestruck, A Division of Iowa Sound
Compensation: $2,000 USD (The "Guarantee")
3. PAYMENT TERMS
Payment: Payment was made in full in November of 2025 for the 2026 event.
4. TECHNICAL & HOSPITALITY
Sound/Lights: Purchaser shall provide a professional sound system, lighting, and
sound engineer suitable for the venue.
Hospitality: Purchaser shall provide a cooler of complimentary bottled water to be
provided for band members and stagehands.
5. INCLEMENT WEATHER
• All performances are RAIN OR SHINE. Artists receive the full agreed-upon
performance fee, regardless of weather.
• Purchaser shall provide a safe, secure and protected performance environment for
Artist. If the Purchaser and/or Artist feel the performance space is deemed unsafe or
inadequate to protect the Artist and/or equipment the event may be cancelled.
6. FORCE MAJEURE
Neither party is liable for failure to perform due to causes beyond their reasonable control,
including acts of God, fire, or government regulations.
