Procurement Policy for Sustainability
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: On November 20, 2023, the City of Waukee contracted
with paleBLUEdot consulting company to help it develop a sustainability plan for internal city
services. It held city council workshops and collaborated with city staff to develop sustainability goals
and adopted the final plan in November 2024. One of the recommendations was to adopt a
procurement policy that supports sustainability. This policy recommends that staff research whether
sustainable options exist for capital purchases $10,000 or more (the GAAP definition of capital asset),
evaluate if the option is operationally viable, and calculate the return on investment. Administration,
finance department, and department staff would evaluate the data on a case-by-case basis. This policy
is currently in place for items requested during the budget process and this would further expand it to
in-year purchases.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Cost benefit analysis, return on
investment, and operational performance will be considered for sustainable
purchases. Some purchases may require higher upfront purchase prices with
future savings. Staff will evaluate on a case-by-case basis and recommend to
the city council when appropriate.

RESOLUTION ADOPTING PROCUREMENT POLICY FOR SUSTAINABILITY
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas
County; AND,
WHEREAS, the City of Waukee adopted a sustainability plan for internal city services
in November 2023; AND,
WHEREAS, one of the recommendations was to adopt a procurement policy that
supports sustainable goals; AND,
WHEREAS, for items that qualify as a capital purchases ($10,000 or greater), staff
would research sustainable options and evaluate if they are operationally viable and
calculate the return on investment; AND,
WHEREAS, Administration, Finance, and the operational department would evaluate
the data and recommend the purchase if appropriate.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 16th day of March 2026, that the procurement policy for sustainability is
adopted.
