HomeMy WebLinkAbout2026-03-16 I07 Development Agreement_Timberline Estates_Hubbell RealtyAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 16, 2026 AGENDA ITEM:Consideration of approval of a resolution approving Development Agreement with Timberline Estates, LLC and Hubbell Realty Company [S Warrior Ln/SE Westown Pkwy Public Improvements] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Timberline Estates LLC is in the process of purchasing property owned by the New Pioneer Gun Club which is currently being used as a shooting range. Hubbell Realty Company owns the adjacent property which borders SE Westown Parkway. Both Timberline Estates and Hubbell intend on developing their respective properties for single family residential homes. Due to the costs associated with the purchase and remediation of the existing lead contaminate on the property and the development of the property for single family residential homes, staff is recommending that the City participate in the construction of a portion of the public street infrastructure to support the proposed development. The development agreement specifies that the City will bid and construct a portion of S Warrior Lane up to a maximum cost of $2,000,000 as well as bid and construct a 3 ½ curb and gutter and storm sewer section adjacent to the property bordering SE Westown Parkway. Both roadways are considered part of the City’s arterial/collector roadway network. Timberline Estates and Hubbell Realty will be responsible for all remaining public improvements associated with their property that are necessary to develop the property for single family residential homes. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The estimated cost of public street improvements is $2.5 million which will be paid for out of cash within the Debt Service Fund. It is anticipated that upon full build-out, the value of the approximately 160 single family homes will be $110 million which will generate approximately $675,000 a year in new property taxes to the City as well as expand and improve the City’s arterial/collector roadway network. Warrior Lane through the Hubbell Property and Timberline Property make the acquisition and development of the Timberline Property difficult; and, WHEREAS, traffic, public safety and community planning considerations make the development of the Timberline and Hubbell property and the completion of S. Warrior Lane south of SE Westown Parkway desirable to the City and the public interest. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Waukee in the State of Iowa, that the City agrees to participate in a portion of the improvements associated with S. Warrior Lane as well as improvements to SE Westown Parkway adjacent to and through the Timberline Estates and Hubbell Property as reflected within the attached Development Agreement as an incentive to develop the property for single family residential homes.
