AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 16, 2026 AGENDA ITEM: Consideration of approval of resolution approving a site plan for Big O Tires (805 SE Alice’s Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a commercial building. The property is located north of SE University Avenue and east of SE Alice’s Road, containing 1.22-acres. A preliminary plat and final plat were recently approved by City Council for this site. The site plan includes a single-story building that is 7,836 square feet in area and 25-feet in height. A trash enclosure is shown at the north side of the site, just north of the building. A monument sign is shown at the southwest corner of the site along SE Alice’s Road. One access will be provided directly into the site from SE Alice’s Road. Other shared accesses are provided from the adjacent sites through private drives with ingress/egress easements. A pedestrian connection will be provided into the site from the existing sidewalk along SE Alice’s Road. A total of 35 parking spaces are required, they are providing 42 spaces, including 2 accessible stalls. Public utilities are provided to the site. Stormwater detention is provided with a basin located along the west side of the site. A minimum of 20% of the site is required to be open space, they are providing 32%. They are providing the required amount of plantings. The building elevations are proposed to be constructed mostly of brick veneer, stone veneer, EIFS, storefront system with glazing, and overhead doors. The trash enclosure will be constructed of the brick veneer to match the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on March 10, 2026, and recommended approval: Approval of a Site Plan for Big O Tires (805 SE Alice’s Road) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a commercial building, as requested by Centennial Development LC and Westwood Contractors, Inc., represented by Jeff Westendorf of Westwood Professional Services, Inc. I9 The property is generally located north of SE University Avenue and east of SE Alice’s Road, containing approximately 1.22 acres. The subject property was originally platted as Lot 3 of Autumn Ridge Plat 1 in 2015. In 2019, a portion of the lot was replatted as a separate lot, leaving a portion of Lot 3 remaining. A preliminary plat and final plat was recently approved by City Council to create a developable lot for the proposed commercial development for Big O Tires. The project includes the construction of a single-story building that is 7,836 square feet in area and 25 feet in height. A trash enclosure is shown at the north side of the site, just north of the proposed building. A monument sign is shown at the southwest corner of the site. The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and Planned Development. Staff recommends approval of the site plan for Big O Tires subject to remaining staff comments. SOIL TYPES THE SITE CONTAINS SUBSUFACE SOILS GENERALLY CONSIST OF SANDY CLAY TO CLAY. A LAYER OF FAT CLAY IS LOCATED 4-10 FEET BELOW EXISTING GRADE. REFER TO GEOTECHNICAL REPORT DATED 11/16/2025 COMPLETED BY FES GROUP. THE SITE DOES NOT HAVE CONTAMINATED SOILS OR GROUNDWATER CONTAMINATION PRESENT WITHIN THE SITE BOUNDARY. POST-DEVELOPMENT SITE CONDITIONS THE PROPOSED SITE DEVELOPMENT WILL INCLUDE SITE GRADING, INSTALLATION OF UTILITIES, CONSTRUCTION OF A BUILDING AND PAVEMENT SURFACE AND CONSTRUCTION OF STORMWATER DETENTION POND FOR STORMWATER MANAGEMENT. RIPRAP SHALL BE INSTALLED UNDER APRON LIP ACCORDING TO THE STANDARD DETAIL. 8.REMOVE ANY SEDIMENT THAT HAS BEEN TRACKED ONTO PUBLIC STREETS AT THE END OF EACH WORKDAY AND PRIOR TO A RAIN EVENT OR MORE FREQUENT AT DIRECTION OF SITE INSPECTOR. 9.COLLECT ALL CONSTRUCTION DEBRIS IN DUMPSTERS AND ROLL-OFF BOXES, EMPTY WHEN DEBRIS REACHES TOP OF DUMPSTER 10.INSPECT POLLUTION CONTROL MEASURES AS SPECIFIED WITHIN IOWA CODE § 455B.381. 11.ALL CONTRACTORS WILL PROVIDE SAWCUTTING/GRINDING SLURRY CONTAINMENT AND DISPOSAL. ·INLET SEDIMENT CONTROL BMP REMOVAL IF INLET SEDIMENT CONTROLS (WIMCO TYPE OR EQUAL) BMP'S ARE REMOVED FOR FLOODING / FREEZING CONCERNS UPON REQUEST OF THE MUNICIPALITY, WATERSHED DISTRICT OR OTHER AGENCY, DOCUMENTATION SHALL BE ATTACHED TO THE INSPECTION REPORTS AND THIS SWPPP OR BE AVAILABLE WITHIN 72 HOURS OF REQUEST. DOCUMENTATION SHALL BE A WRITTEN FORM OF CORRESPONDENCE VERIFYING THE NEED FOR REMOVAL. ·UPON COMPLETION OF CONSTRUCTION ACTIVITIES PERMIT TERMINATION CONDITIONS ARE ACHIEVED FOR THE PROJECT WHEN PERMANENT EROSION CONTROL BMP'S ARE APPLIED TO THE SITE. SOIL MANAGEMENT AND COMPACTION MINIMIZATION AFTER CLEARING AND GRUBBING, THE OPERATOR(S) SHOULD STRIP AND STOCKPILE TOPSOIL MATERIAL FOR REAPPLICATION ON ALL FUTURE PERMANENT PERVIOUS SURFACE AREAS. TERMINATION OF COVERAGE THE PROJECT PERMIT MAY BE TERMINATED IN ONE OF THE FOLLOWING SCENARIOS: 1.ALL CONSTRUCTION ACTIVITY IS COMPLETE FOR PORTIONS OF THE SITE THAT ARE THE RESPONSIBILITY OF THE OPERATOR/ PERMITTEE, TEMPORARY SYNTHETIC BMPS ARE REMOVED, ACCUMULATED SEDIMENT FROM CONSTRUCTION IS REMOVED, AND FINAL STABILIZATION IS COMPLETED WITH VEGETATIVE AND / OR NON-VEGETATIVE COVER.
