SYNOPSIS INCLUDING PRO & CON: The construction of the 10th Street Roadway
Improvements between Westown Parkway and University Avenue; and 310th Street/Spyglass Lane
roadway improvements from 10th Street to 6th Street. The construction consists of approximately
55,000 square yards of PCC pavement, 2,200 square yards of HMA pavement, 10,400 linear feet
of water main, 12,000 linear feet of storm sewer, 6,300 linear feet of sanitary sewer, earthwork,
subgrade preparation, pedestrian underpass, manholes, intakes, sidewalk and shared use path
paving, surface restoration, and other associated work.
This project is included in the draft FY 2026-2027 Capital Improvements Plan with a total project
budget of $32,800,000 over three fiscal years. An interim completion date for all grading,
structure construction, utility installation, sidewalks, trails, driveways and roadway paving with
the exception of final landscaping and site restoration has been set for August 13, 2027. The
project has a September 30, 2027 final completion date for all remaining site restoration items.

NOTICE OF PUBLIC HEARING
10TH STREET EXTENSION
The City Council of Waukee, Iowa, will hold a public hearing on the proposed Plans, Specifications, Form
of Contract, Consideration of Enhancement Payment and Estimate of Costs for the construction of the
above referenced public improvements at 5:30 p.m. on April 6, 2026 at the Council Chamber in City Hall,
230 West Hickman Road, Waukee, Iowa 50263. At said hearing, any interested person may appear and
file objections thereto or to the cost of the improvements.
This project includes the furnishing of all labor, equipment, and materials for the construction of the 10TH
STREET EXTENSION, generally described as follows:
Construction of 10th Street roadway improvements between Westown Parkway and University
Avenue; and 310th Street/Spyglass Lane roadway improvements from 10th Street to 6th Street. The
construction consists of approximately 55,000 square yards of PCC pavement, 2,200 square yards
of HMA pavement, 10,400 linear feet of water main, 12,000 linear feet of storm sewer, 6,300 linear
feet of sanitary sewer, earthwork, subgrade preparation, pedestrian underpass, manholes,
intakes, sidewalk and shared use path paving, surface restoration, and other associated work.
In accordance with Iowa Code Sections 21.4(1)(b) and 21.8, this meeting of the Waukee City Council will
be conducted with two different options for public participation: 1) Members of the public wishing to attend
