Home My WebLink About2026-04-06 H04B Public Safety Building Renovation Project, Bid Packages #02-13_Award ContractsAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 6, 2026 AGENDA ITEM:Consideration of approval of resolution awarding contracts [Waukee Public Safety Building Renovation Project, Bid Packages #02-13] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The bids are for all labor, materials and equipment necessary for replacement of plumbing, mechanical and electrical systems within the building, major renovation of the existing Fire Department portion of the building as well as renovation of the former Police Department side of the building to accommodate the Community Development Department. Exterior improvements consist of removal and replacement of all doors and glazed surfaces, tuckpointing of the exterior brick, modifications to the entrance, replacement of all concrete as well improvements to drainage and landscaping. The project was bid under 13 different divisions. The City Council previously took action on Bid Package #1 which was for the replacement of the windows within the building. Bids for Packages #2 - #13 were received on March 31, 2026. Multiple bids were received for all bid packages except for Bid Package #13 (grading and utilities) which did not receive any bids. Bid Package #13 will be rebid at a later date. The total engineer’s estimate for Bid Packages #2 - #12 which received bids was $5,331,000. The total of all low bids submitted for Bid Packages #2 - #12 was $5,070,424. The total for all bids is approximately 4.9% lower than the engineer’s estimate. The project has a targeted completion date of December 2026. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $5,070,424.00 COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding the contracts for the Waukee Public Safety Building Renovation Project, Bid Packages #2 - #12. Hickman Road Waukee, IA 50263 Re: Recommendation for Award Waukee PD/FD Building Renovation: Bid Package #2 to #12 Dear Brad: At 2:00 p.m., Tuesday March 31st, 2026, bids were received for the Waukee PD/FD Building Renovation project: Bid Packages #2 to #13. The work includes all materials, equipment, transportation and labor necessary to complete the renovation of the Existing Waukee Fire/Police Building at 1300 SE LA Grant Parkway in Waukee. No bids were received for Bid Package #13 Earthwork & Utilities so this package will be rebid this month. Bid Package #1 Exterior Glass & Glazing has previously been bid and awarded. The overall project is generally described as follows: The City of Waukee is planning to renovate their existing Police and Fire Department Building to more closely align with the overall operation and design concept implemented at the new Waukee Public Safety Facility. The existing facility is approximately 25,000 SF. The Fire Department occupies the south portion of the building. The north portion of the building formerly occupied by the Police Department will be renovated for the City of Waukee’s Community Development group. A comprehensive renovation of the office and living space is planned including updates to the apparatus bays and doors and repurposing portions of the apparatus bays for fitness and turnout gear areas. Other areas of the building to be updated include the front entry and shared lobby area, as well as outdoor areas. Improvement and repairs are included for exterior areas of masonry, gutters and downspouts and site paving. The majority of the mechanical and electrical systems are anticipated to be updated to service the new functions and layout. Multiple bids received and opened. The lowest responsive and responsible bid is as outlined on the enclosed Bid Package Summary.
