FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: In 2025, the City contracted with SVPA Architects to
develop plans, specs, and to do construction administration for demolition and construction of the
building at 410 6th Street. The original project estimate was approximately $1 million. When design
development concluded, the new engineer’s estimate was $1.6 million. The lowest responsive,
responsible bid was $1,435,000.
This amendment proposes to adjust SVPA’s fee commensurate to the new project cost.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Original SVPA contract
$110,000.00; new contract amount $157,000

APPROVING FEE AMENDMENT 1 TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES WITH SVPA ARCHITECTS, INC. [410 6TH STREET PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, in 2025, the City entered into a contract with SVPA Architects, Inc. for full architectural
services, public bidding and administration for the 410 6th Street construction project; AND,
WHEREAS, the original project budget was $1 million and the architectural fees were based on that
estimate; AND,
WHEREAS, the lowest responsive, responsible bid was $1,435,000 and staff recommends the
amendment to increase SVPA’s fee to $157,000 to correspond with the increased budget AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Amendment 1 to the Agreement for Professional Consulting Services with SVPA Architects, Inc. [410
6th Street Project] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 6th day of April, 2026.

RE: Amendment No.1 to Proposal for Design Services letter dated: 07/08/2025
Dear Brad,
The design team is submitting Amendment No. 1 to the Proposal for Design Services dated July 8, 2025,
for the Waukee Downtown City Building project.
At the time the original proposal was prepared, the project construction budget was estimated at
$1,000,000. Following the bid opening on March 3, 2026, the bids received ranged from $1,430,000 to
$1,769,900. These results, align with the Architect’s Opinion of Probable Construction Cost prepared at the
conclusion of Design Development, which estimated the project cost at approximately $1,600,000.
In accordance with Paragraph 13.B – Authorized Amendments to Agreement in the Agreement for
Professional Consulting Services executed on August 18, 2025, the design team has prepared this Fee
Amendment No. 1 for authorization by the City.
Based on the revised construction cost, the stipulated sum fixed fee for professional design services will be
amended from $110,000 to $157,300, representing an increase of $47,300 in A/E design fees.
If this amendment is acceptable, please sign below and return a copy to our office as authorization to
proceed under the revised fee structure. We appreciate the opportunity to continue providing professional
services to the City of Waukee on this project.
