[Drinking Water Distribution System, Master Services Agreement] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The City of Waukee is seeking to update and enhance its water distribution system hydraulic model to provide a reliable tool for evaluating system performance and supporting future planning efforts. The existing model will be reviewed, updated, and validated using the most current system data, GIS information, and available field observations. The updated model will provide the City with an improved understanding of system pressures, headloss, and velocities across the distribution system and help identify areas of operational concern. In addition to developing the updated base model, the hydraulic model will be used to evaluate future operational scenarios associated with planned improvements to the CIWW West Water Treatment Plant and projected system demands. These scenario analyses will support the City’s planning efforts by assessing system performance under future growth conditions and proposed infrastructure improvements. The final model will serve as a long-term planning and operational tool that can be used by the City to evaluate future development impacts, assess potential infrastructure improvements, and support ongoing system management. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The City agrees to pay the Consultant the following sum NOT-TO-EXCEED $116,270.00 including any authorized reimbursable expenses, pursuant to the Schedule of Fees set forth in Attachment 3. [DRINKING WATER DISTRUBUTION SYSTEM, MASTER SERVICES AGREEMENT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City desires to retain the consultant services of HDR Engineering, Inc., for Drinking Water Distribution System Modeling; AND, WHEREAS, the scope of services includes updating and enhancing the Cities water distribution system hydraulic model to provide a reliable tool for evaluating system performance and supporting future planning efforts. The existing model will be reviewed, updated, and validated using the most current system data, GIS information, and available field observations. ID # 47-0680568), a Nebraska corporation incorporated and licensed under the laws of the State of Iowa, party of the second part, hereinafter referred to as "Consultant" as follows: THE CITY HEREBY AGREES TO RETAIN THE CONSULTANT FOR THE PROJECT AS DESCRIBED IN THIS AGREEMENT AND CONSULTANT AGREES TO PERFORM THE PROFESSIONAL SERVICES AND FURNISH THE NECESSARY DOCUMENTATION FOR THE PROJECT AS GENERALLY DESCRIBED IN THIS AGREEMENT. 1.SCOPE OF SERVICES Services provided under this Agreement shall be as further described in Attachment 1, Scope of Services. 2.SCHEDULE The schedule of the professional services to be performed shall conform to the Schedule set forth in Attachment 2. Any deviations from the Schedule shall be approved by the authorized City representative. The City agrees that the Consultant is not responsible for delays arising from a change in the scope of services, a change in the scale of the Project or delays resulting from causes not directly or indirectly related to the actions of the Consultant. 3.COMPENSATION A.In consideration of the professional services provided herein, the City agrees to pay the Consultant the following sum NOT-TO-EXCEED, including any authorized reimbursable expenses, pursuant to the Schedule of Fees set forth in Attachment 3. I. Basic Services of the Consultant A. Base Model Update and Development $79,040 B. CIWW West Plant Operational Planning $27,230 C. Basic Service of the Consultant: A. Base Model Update and Development Task 100: Project Management 1. Objective: Provide Project Management activities over the project duration including planning, organizing, and monitoring Project team activities, preparing and monitoring deliverable production standards, attending meetings, budget management, and liaison with the City. 2. Consultant Activities: a. Team Management and Project Control i. Budget and invoice management. ii. Resource scheduling, management, and allocation based on task order schedules and activities. iii. Project coordination. iv. Prepare for and conduct weekly project status meetings with the City Project Manager summarizing completed activities, next steps, information needs, status update of active work, review of project schedule, and action items for Consultant and City staff. v. Monthly progress reports submitted to City with each invoice. b. Project Management Plan Waukee DS Modeling | Attachment A | Scope of Services i. Develop guidance document (Project Management Plan) for Consultant project team documenting project activities, constraints, guidelines, budgets, and procedures. c. Quality Control i. Facilitate team meetings on a regular basis to facilitate communication flow and task order development. ii. Conduct a Project Approach & Resource Review with senior technical leaders. At project initiation Consultant will conduct a project review to discuss technical approach, team resources, status of schedule and deliverables, and project management approach. iii. Facilitate independent quality control reviews for project deliverables. 3. City Responsibilities a. Participation in weekly project status meetings with Consultant Project Manager and including additional City staff in these update meetings as needed. b. Provide requested information related to the project to Consultant at agreed upon due dates. 4. Assumptions a. 6-month project duration (thru Task 400 complete). b. Project status meetings will be conducted virtually. c. The project will be managed to the roll-up project total amount, not to the sub- task level. 5. Deliverables a. Monthly invoices and progress reports. b. Action items log for project status meetings. Task 200: Existing Information Review 1. Objective: The objective of this task is to obtain and review relevant existing information to updated distribution system (DS) hydraulic model (Task 300). 2. Consultant Activities: a. 210 Project Kick-off Meeting. project. Define roles and responsibilities of City and Consultant. Review and endorse the initial Project Schedule. Conduct initial City staff interviews on DS performance to date. b. 220 Obtain and review existing DS model. c. 230 Review current City GIS. d. 240 Obtain and review most current system data. o Pump curves o Tank data (base elevation, diameter, high water level, low water level). o Pressure reducing valve settings. o Operational controls. o Closed valves. o Pressure zone isolation valves. 3. City Responsibilities: Waukee DS Modeling | Attachment A | Scope of Services a. Provide access to the b. 4. Assumptions: a. Meetings/Workshops: o Project Workshop No. 1 (Kick-off Meeting). In person meeting attended by Consultant PM and lead modeler. b. City is able to locate and provide RFI line items timely to support project schedule. 5. Deliverables: a. Request For Information. b. Workshop agenda and summary. Task 300: Distribution System Model Update 1. Objective: D DS hydraulic model resulting in a valuable tool for informing . 2. Consultant Activities: a. 310 Model Selection/Verification. o Project Workshop 2. Consultant will present the pros/cons/costs associated with the two most feasible modeling approaches/software (InfoWater or WaterGEMS). Document City decision/direction. o The selected software will be leveraged for a seamless integration and direct match to the existing City GIS database. b. 320 Model Build/Update o Develop the DS Model Update using WaterGEMS assumed. Includes effort to convert from InfoWater to WaterGEMS. o Consultant/City iteration calls during the development to address the modeling needs identified in project workshop 2 and as encountered by the modeling team during development. o Consultant/City iterations on identified GIS update needs. o Model will be built with careful attention to integrate existing GIS for ease of future water model updates. c. 330 Model Validation o Upon completion of the initial DS model update Consultant will complete validation of the model. o The model will be calibrated to known field conditions (available data points within the water distribution system) and further supported by hydrant flushing data. o Step 1 will be -validation, validating model input data to available data points within the system. The boundary level validation shall be considered complete when tank levels and pump station run times are accurately represented. Pressures will be validated to match the accuracy of the elevation data in the hydraulic model. o Step 2 factor validation using fire flow test data. For C factor validation, the model shall be considered validated when 90% of the model results are within 10% of the field observed conditions for a Waukee DS Modeling | Attachment A | Scope of Services specific day of record. d. 340 Model Review Workshop (Project Workshop 3) o Once the consultant has completed validation of the updated DS model it will be reviewed and discussed with the City. This project workshop acknowledgement of the DS model update being substantially complete and functioning appropriately for future use. o Review and discuss preliminary pressure mapping, headloss mapping, and velocity mapping. e. 350 Model Deemed Final 220 Obtain and review existing DS model. o Consultant to address comments/outcomes from project workshop 3 and deem the DS Model Update complete. 3. Basis of Validation: o 2026 Minimum Day Demand 96-hour Extended Period Simulation (EPS) o 2026 Average Day Demand 96-hour EPS o 2026 Maximum Day Demand 96-hour EPS f. The DS Model will be owned by the City and operated by Consultant. g. If additional hydrant flushing deemed necessary, City will perform the associated field work. 5. Deliverables: a. Pressure mapping to identify areas of concern within the existing distribution system that fall outside of the City s preferred level of service. b. Headloss mapping to identify areas of concern in the distribution system that may be choking flow or contributing to low pressures at extents of the system. c. Velocity mapping to identify areas of concern that may be undersized and contributing to greater than necessary wear on the distribution mains. d. Workshop agenda and summary. B.
