SYNOPSIS INCLUDING PRO & CON: Bids were received on Thursday, April 23, 2026.
Three (3) bids were received with the apparent low bid submitted by
Kelly Cortum, Inc., of Norwalk, IA, in the amount of $405,580.00
($365,455.00 base bid and $40,125.00 for Alternate No. 1).
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $405,580.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
the contract to Kelly Cortum, Inc., of Norwalk, IA, in the amount of
$405,580.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE BID PACKAGE #13 FOR EXISTING
FIRE/POLICE BUILDING RENOVATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Bid Package #13 for Existing Fire/Police Building Renovation,
described in the plans and specifications heretofore adopted by this Council on May 4, 2026, be
and is hereby accepted, the same being the lowest responsive, responsible bid received for such
work, as follows:
Contractor:Kelly Cortum, Inc.,of Norwalk, IA
Amount of bid:$405,580.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
PASSED AND APPROVED this 4th day of May, 2026.

Waukee PD/FD Building Renovation: Bid Package #13 Earthwork and Utilities
Dear Brad:
At 2:00 p.m., Thursday, April 23rd, 2026, bids were received for the Waukee PD/FD Building Renovation
project: Bid Package #13 Earthwork and Utilities. The work includes all materials, equipment, transportation
and labor necessary to complete the earthwork and utilities improvements for the project that will be part of
the larger renovation of the Existing Waukee Fire/Police Building at 1300 SE LA Grant Parkway in Waukee.
The balance of the renovation scope of work has been previously bid and awarded. The overall project is
generally described as follows:
The City of Waukee is planning to renovate their existing Police and Fire Department Building to more
closely align with the overall operation and design concept implemented at the new Waukee Public Safety
Facility. The existing facility is approximately 25,000 SF. The Fire Department occupies the south portion of
the building. The north portion of the building formerly occupied by the Police Department will be renovated
for the City of Waukee’s Community Development group. A comprehensive renovation of the office and
living space is planned including updates to the apparatus bays and doors and repurposing portions of the
apparatus bays for fitness and turnout gear areas. Other areas of the building to be updated include the
front entry and shared lobby area, as well as outdoor areas. Improvement and repairs are included for
exterior areas of masonry, gutters and downspouts and site paving. The majority of the mechanical and
electrical systems are anticipated to be updated to service the new functions and layout.
There were 3 bids received and opened. The lowest responsive and responsible bid is as follows: Kelly
Cortum, Inc. PO Box 249, Norwalk, IA 50211, with a base bid of $365,455.00 and an Alternate #1: Add
Exterior Concrete Paving west of Apparatus Bay bid of $40,125.00.
It is the recommendation of Ryan Companies that the City of Waukee execute a contract to include
Alternate #1 with the contractor listed above.
