AGENDA ITEM: Consideration of approval of resolution approving a site plan for SmartClean -
Addition (755 SE Frontier Avenue)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for an
addition to a commercial building. The property is located north of SE
Frontier Avenue and west of SE Alice’s Road, containing 1.13 acres. The
property is zoned M-1, Light Industrial District with a Planned Development
Overlay.
The site includes an existing multi-tenant building. The building was
constructed in 2006. The applicant is requesting approval of a site plan for an
addition to the building.
The site plan includes an addition along the west side of the building. The
addition is 2,486 square feet in area. The overall building area with the
proposed addition will be 12,644 square feet. The project also includes adding
a small amount of pavement along the north side of the site for access to the
addition.
No new accesses are proposed. There are two existing accesses into the site,
one at the northwest corner and a shared access at the southeast corner. Both
of these accesses will remain.
The site includes 23 existing parking spaces, including 1 accessible stall. This
meets the requirements of the parking ordinance.
No new public sidewalks or trails are proposed with this project. Public
sidewalks exist adjacent to the site.
Public utilities are provided to the site. Stormwater detention is provided with
a regional detention basin located to the west of this site.
A minimum of 10% of the site is required to be open space, they are providing
37%. They are providing the required amount of plantings.
The building elevations of the addition are proposed to be constructed mostly
of precast concrete panels, aluminum storefront system, and metal wall panels
to match the existing building. An overhead door will also be provided on the
north elevation for the addition.

COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on April 28, 2026, and
recommended approval:
Approval of a Site Plan for SmartClean - Addition (755 SE Frontier Ave)
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for an
addition to the existing building, as requested by SmartClean, represented by Jon McDonald of Civil
Design Advantage.
The property is generally located north of SE Frontier Avenue and west of SE Alice’s Road,
containing approximately 1.13 acres. The subject property currently contains a multi-tenant building.
The existing building was constructed in 2006. The applicant is requesting approval of a site plan for
an addition to the existing building.
The project includes an addition to the existing building along the west side. The addition is 2,486
square feet in area. The overall building area with the proposed addition will be 12,644 square feet.

Planned Development. Staff recommends approval of the site plan for SmartClean - Addition subject
to remaining staff comments.

• General discussion of what the building is used for, SmartClean, with tenants
Motion by Commissioner Lohse for Approval of a Site Plan for SmartClean - Addition (755 SE
Frontier Ave) seconded by Commissioner Tuel. Ayes: Broderick, Streit, Beenken, Lohse, Tuel, and
Bannister. Nays: None. Motion carried.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for SmartClean - Addition, subject to remaining staff comments on April 28, 2026;
AND,
WHEREAS, the Site Plan for SmartClean - Addition is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for SmartClean - Addition is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 4th day of May, 2026, that the Site Plan for SmartClean - Addition is approved.
