AGENDA ITEM: Consideration of approval of resolution approving a site plan for SmartClean -
Warehouse (975 SE Frontier Avenue)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
commercial warehouse building. The owner and applicant is SmartClean. The
property is located north of SE Frontier Avenue and west of SE Alice’s Road,
containing 0.95 acres. The property is zoned M-1, Light Industrial District
with a Planned Development Overlay.
This site is currently vacant. The site plan includes a single-story warehouse
building. The building is 12,593 square feet in area and 23 feet tall. A trash
enclosure is proposed at the northeast corner of the site.
The existing shared access into the site will remain. A shared access will also
be provided into the site at the north side of the site, from the adjacent
property to the west. A new five-foot-wide sidewalk will be provided at the
south side of the site, adjacent to SE Frontier Avenue.
A total of 30 parking spaces are required, they are providing 30 spaces,
including 2 accessible stalls.
Public utilities will be provided to the site. Stormwater detention will be
provided with a basin located at the south side of the site.
A minimum of 10% of the site is required to be open space, they are providing
29%. They are providing the required amount of plantings.
The building elevations are proposed to be constructed mostly of precast
concrete panels, aluminum storefront system, and metal wall panels. The trash
enclosure will be constructed of precast concrete panels to match the building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on April 28, 2026, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a
warehouse building, as requested by SmartClean, represented by Jon McDonald of Civil Design
Advantage.

The property is generally located north of SE Frontier Avenue and west of SE Alice’s Road,
containing approximately 0.95 acres. This location is currently a vacant lot that includes a shared
drive from SE Frontier Avenue for access to both the subject site and the site to the west.
The project includes the construction of a single-story warehouse building for SmartClean. The
building is 12,593 square feet in area and 23 feet tall. The site plan includes a trash enclosure at the
northeast corner of the site. The existing shared access into the site from the south will remain. Shared
access will also be provided into the north side of the site from the adjacent property to the west. A
total of 30 parking spaces are required for the proposed site plan. The total amount of parking
proposed is 30 spaces including two accessible stalls.

Ordinance.

A photometric plan for site lighting has been submitted and complies with the requirements of the Site
Plan Ordinance.
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides goods and services for a 3-to-6-mile trade area radius.
The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and
Planned Development. Staff recommends approval of the site plan for SmartClean - Warehouse
subject to remaining staff comments.

• General discussion of the stormwater basin location
Motion by Commissioner Broderick for Approval of a Site Plan for SmartClean - Warehouse (975 SE
Frontier Ave) seconded by Commissioner Streit. Ayes: Broderick, Streit, Beenken, Lohse, Tuel, and
Bannister. Nays: None. Motion carried.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for SmartClean - Warehouse, subject to remaining staff comments on April 28,
2026; AND,
WHEREAS, the Site Plan for SmartClean - Warehouse is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for SmartClean - Warehouse is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 4th day of May, 2026, that the Site Plan for SmartClean - Warehouse is approved.
