AGENDA ITEM: Consideration of approval of resolution approving a final plat for Trailridge
Creek Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for
Trailridge Creek Plat 1, located north of NW Douglas Parkway and west of
NW 10th Street, containing 18.76-acres. The property is zoned R-2 (One &
Two Family Residential District) / PD-1 (Planned Development Overlay).
The final plat includes 60 lots for single-family residential development. The
lots range in size from 7,803 square feet to 17,550 square feet. All proposed
lots meet or exceed the minimum requirements of the R-2/PD-1 zoning
district.
The public improvements associated with this plat include an extension of
NW Sproul Drive, NW Hillside Blvd, and NW Trailridge Lane. Public
utilities will service all proposed lots.
Parkland dedication requirements were previously met with the dedication of
the greenway areas to the north of the plat.
All proposed easements have been indicated on the final plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on October 28, 2025, and
recommended approval:
Approval of a Final Plat for Trailridge Creek Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat for a single -
family residential subdivision, as requested by JDS Real Estate Investments, LLC, represented by
Emily Harding of Civil Design Advantage.
The property is generally located north of NW Douglas Parkway and west of NW 10th Street,
containing approximately 18.76-acres. This location was rezoned from A-1 to R-2/PD-1 in November
2024. A preliminary plat was approved in December 2024. The public improvements are currently
being constructed and should be completed soon.
The final plat indicates a total of 60 lots for single family residential development. All lots are zoned
R-2/PD-1-, One- and Two-Family Residential District with a Planned Development Overlay. The lots
range in size from 7,803 square feet to 17,550 square feet. All lots meet or exceed the minimum
requirements of the R-2/PD-1 zoning. The proposed lots are subject to the following requirements of
the Planned Development when they are developed: Minimum two car garage, adjacent lots cannot

share the same building elevation, minimum of 25% brick, stone, and/or stucco on the front street
facing elevation, vinyl siding shall be permitted utilizing Royal Crest Double 4-inch (102 mm)
Traditional Profile or reasonable equivalent, and Two (2) trees and two (2) shrubs planted on each lot
at the time of individual lot development.
A slight extension of NW Sproul Drive is included with this plat. Two new public streets are included
with this plat, NW Hillcrest Boulevard and NW Trailridge Lane. A ten-foot-wide trail will be provided
along the west side of NW Sproul Drive. Five-foot-wide sidewalks will be provided along all other
sides of all streets with individual lot development.
Utilities will be extended to provide service to each lot. Storm water detention will be provided within
the floodplain/greenway area that runs from the northwest to the southeast corner of the site. The
greenway area is owned by the City of Waukee. Parkland dedication requirements have been met with
the dedication of 7.26-acres of land with the City of Waukee’s purchase agreement for the greenbelt
parcel.
Staff recommends approval of the final plat for Trailridge Creek Plat 1 subject to remaining staff
comments, review of the legal documents, and completion of public improvements.
Discussion as follows:
• General discussion of street layout and city staff confirming there is currently no development
to the west
Motion by Commissioner Streit for Approval of a Final Plat for Trailridge Creek Plat 1, seconded by
Commissioner Bannister. Ayes: Streit, Bankole, Beenken, Lohse, Tuel, and Bannister. Nays: None.
Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Trailridge
Creek Plat 4.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR TRAILRIDGE CREEK PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization;
AND,
WHEREAS, JDS REAL ESTATES INVESTMENTS, LLC, has requested final plat approval of Trailridge
Creek Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
October 28, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Trailridge Creek Plat 1 and the documents relating thereto will comply with
Section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 18th day
of May, 2026, that the Final Plat for Trailridge Creek Plat 1 be and the same is hereby accepted and approved by
the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Street Lot A & B);
2. Public Utility Easement;
3. Snow Storage Easement;
4. Public Sanitary Sewer Easement;
5. Public Overland Flowage Easement;
6. Public Storm Sewer Easement;
7. Temporary Turnaround Easement; and
8. Declaration of Private Easements
