The owner and applicant is Waukee Towne Center, LLC. The property is located west of SE Alice’s Road and south of SE Laurel Street, containing 1.06 acres. The property is zoned C-1, Community and Highway Service Commercial District with a Planned Development Overlay. The site plan includes a single-story restaurant building. The building is 986 square feet in area and just under 26-feet in height. A trash enclosure is proposed at the west side of the site. Access is provided into the site from the adjacent sites, both from the north and the south. Pedestrian connections will be provided from both the existing trail along the east side of the site and the proposed sidewalk along the west side of the site. A total of 15 parking spaces are required, they are providing 17 spaces, including 1 accessible stall. Private utilities will serve this site. Stormwater management will be provided with the large pond located within the overall Waukee Towne Center development. A minimum of 20% of the site is required to be open space, they are providing 24%. They are providing the required amount of plantings. The building elevations are proposed to be constructed mostly of brick and fiber cement panels. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on May 26, 2026, and recommended approval: Approval of a Site Plan for Lot 3, Waukee Towne Center Plat 5 (460 SE Alice’s Road) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a commercial building, as requested by Waukee Towne Center, LLC, represented by Cody Weaver of Civil Engineering Consultants. I5 The property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing approximately 1.06 acres. A final plat was approved by City Council in 2023. The lot is currently vacant. The project includes the construction of a single-story, restaurant building for Dutch Bros. The building is 986 square feet in area and just under 26 feet in height. The site includes two drive-through lanes. A monument sign is proposed along SE Alice’s Road. A trash enclosure is proposed at the west side of the site. Access is provided into the subject site from the adjacent sites, from both north and south. Pedestrian connections will be provided from both the existing trail along the east side of the site and the proposed sidewalk along the west side of the site. Neighborhood Commercial centers should be walkable from nearby residential neighborhoods. The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and Planned Development. Staff recommends approval of the site plan for Lot 3, Waukee Towne Center Plat 5 subject to remaining staff comments.
