AGENDA ITEM: Consideration of approval of resolution approving a preliminary plat,
construction drawings, final plat, and site plan for Williams Pointe Plat 18
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
construction drawings, final plat, and site plan for a commercial development.
The property is located south of Hickman Road and west of SE Brick Drive,
containing 7.4-acres. The property is zoned C-1, Community and Highway
Service Commercial District with a Planned Development Overlay.
The subject property was platted as an outlot in 2007 with Williams Pointe
Plat 14. The property is currently undeveloped. The request is to provide
utilities and access as well as plat 3 lots for future commercial development.
The plat includes 3 lots. Lot 1 is 1.9-acres, Lot 2 is 2.02-acres, and Lot 3 is
3.48-acres.
A new access will be provided into this site off of Hickman Road. This
proposed access will be a right-in/right-out. Another access will be provided
into this site through the existing access at the east side of the site along SE
Brick Drive. This will be a shared access with the existing development to the
south. Private drives are planned internal to the plat. Ingress/egress easements
will be provided for these drives.
The lots will be served with private utilities. An extension of public water
main will be installed adjacent to the site along Hickman Road. Storm water
will be managed with private storm sewer and private detention basins on site.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat/site plan and final plat request at their
meeting on May 26, 2026, and recommended approval:
Approval of a Preliminary Plat, Final Plat and Site Plan for Williams Pointe Plat 18
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat/site
plan and a final plat for a commercial development, as requested by Fore Left, LC and Williams Pointe
Commercial, LLC and Signature Commercial Real Estate, represented by Josh Trystad of Civil Design
Advantage.
The property is generally located south of Hickman Road and west of SE Brick Drive, containing
approximately 7.40 acres. The subject property was platted as an outlot as part of Williams Pointe Plat
14 in 2007. The property is currently vacant. The request is to provide utilities and access as well as

plat three lots for future commercial development. The preliminary plat and final plat identify three
lots. Lot 1 is 1.90-acres, Lot 2 is 2.02-acres, and Lot 3 is 3.48-acres.

seconded by Commissioner Bannister. Ayes: Broderick, Bankole, Beenken, Tuel, and Bannister.
Nays: None. Motion carried.

by Commissioner Bannister. Ayes: Broderick, Bankole, Beenken, Tuel, and Bannister. Nays: None.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Williams Pointe Plat 18 on May 26, 2026; AND,
WHEREAS, the Preliminary Plat for Williams Pointe Plat 18 is in general conformance with
Section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 1st day of June, 2026, that the Preliminary Plat for Williams Pointe Plat 18 be approved.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Williams Pointe Plat 18;
AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 1st day of June, 2026, that the Construction Drawings for Williams Pointe Plat 18 be
approved subject to remaining comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization;
AND,
WHEREAS, Fore Left, LC and Williams Pointe Commercial, LLC, has requested final plat approval of
Williams Pointe Plat 18 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on May
26, 2026, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Williams Pointe Plat 18 and the documents relating thereto will comply with
Section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 1st day of
June, 2026, that the Final Plat for Williams Pointe Plat 18 be and the same is hereby accepted and approved by
the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Private Ingress-Egress Easement(s);
2. Private Storm Sewer Easement(s);
3. Private Water Main Easement(s);
4. Public Utility Easement;
5. Public Storm Sewer Easement; and
6. Storm Water Management Facility Maintenance Covenant and Permanent Easement Agreement

AND,
WHEREAS, the Site Plan for Williams Pointe Plat 18 is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Williams Pointe Plat 18 is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
