HomeMy WebLinkAbout2026-06-15 I01L Employee Handbook RevisionsAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 15, 2026 AGENDA ITEM:Consideration of approval of a resolution approving amendment to City of Waukee Employee Handbook [4.8 Overtime & Compensatory Time, 7.18 Expenditure of Funds Policy] FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: The Council is asked to authorize the implementation of amendments and additions/deletions to the employee handbook, section 4.8 Overtime & Compensatory Time and 7.18 Expenditure of Funds Policy. The handbook is intended to apply to all city employees. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The amended employee handbook will replace the current employee handbook adopted June 16, 2025, and will become effective June 28, 2026. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution approving the amended employee handbook. RECOMMENDATION:Approve the resolution. ATTACHMENTS:Proposed resolution PREPARED BY:Michelle Lindsay REVIEWED BY: I1L THE CITY OF WAUKEE, IOWA RESOLUTION 2026- AUTHORIZING AMENDED EMPLOYEE HANDBOOK [4.8 OVERTIME & COMPENSATORY TIME AND 7.18 EXPENDITURE OF FUNDS POLICY] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, it is the purpose of the Employee Handbook to establish and maintain a uniform system for managing personnel matters; and to provide for the standards, terms, and conditions of employment with the City of Waukee in a clear and comprehensive fashion; AND, WHEREAS, the policies contained in the Employee Handbook are general guidelines for the City’s current employment practices and workplace procedures. They are not intended to be a contract, expressed or implied, or any type of promise or guarantee of specific treatment upon which employees may rely, nor a guarantee of employment of any specific duration; AND, WHEREAS, the City desires to maintain policies and procedures that meet the requirements of state and federal laws; AND, WHEREAS, City staff recommend certain amendments and additions to the Employee Handbook; section 4.8 Overtime & Compensatory Time and section 7.18 Expenditure of Funds Policy: AND, WHEREAS, Section 4.8 Overtime & Compensatory time is amended by increasing the on-call payment from six (6) hours to seven (7) hours per week, as follows: An employee required to be on-call for the employer so that the on-call time restricts that employee’s movement, requires immediate response to the City, or limits the employee’s off-time activity shall be paid one (1) payment of seven (7) hours per week at the employee’s regular rate of pay. Employees may opt to take compensatory time in place of payment for their on-call duties worked. WHEREAS, Section 7.18 Expenditure of Funds Policy is amended by increasing employment anniversary amounts, as follows: Once each year in the month of July, the City may provide a monetary award for those employees who have or shall achieve a significant employment anniversary in that calendar year in the following amounts: o Five (5) years: $50.00 o Ten (10) years: $100.00 o Fifteen (15) years: $150.00 o Twenty (20) years: $200.00 o Twenty-five (25) years: $250.00 o Thirty (30) years: $300.00 o Thirty-five (35) years: $350.00 WHEREAS, the effective date of the amended employee handbook will be June 28, 2026.
