AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 15, 2026 AGENDA ITEM: Consideration of approval of resolution approving a site plan for Blue Drift (1280 SE Westown Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a commercial building for a health spa. The owner is Koios Kettlestone Central LLC and the applicant is Koios Management Group. The property is located south of SE Westown Parkway and east of Grand Prairie Parkway, containing 0.61-acres. The property is zoned K-RC, Kettlestone Retail Community District. The project includes a single-story building with a basement, for a health spa. The first floor of the building is 5,805 square feet and just under 27-feet in height at the tallest point. The basement is 4,520 square feet. The main entrance to the building is at the south. A trash enclosure is shown at the southwest corner of the site, within the parking lot. Several accesses will be provided into the site from the overall development. Two nearby access points are provided off of SE Westown Parkway and SE Glacier Trail. A ten-foot-wide trail exists along the west side of SE Glacier Trail adjacent to the site. A ten-foot-wide trail will be installed along the south side of SE Westown Parkway adjacent to the site. Several pedestrian connections will be provided into the site from these trails. A total of 44 parking spaces are required, they are providing 44 spaces, both with on-site parking and off-site parking within the overall development. They are also providing bicycle parking in accordance with the Kettlestone Design Guidelines. Public utilities are provided to the site. Storm water detention will be provided in the existing pond located at the south side of the overall development, just north of SE Tallgrass Lane. The pond is privately owned and maintained. A minimum of 20% of the site is required to be open space, they are providing 47% They are providing the required amount of plantings. The building elevations are proposed to be constructed of fiber cement panels in different colors and variations, architectural metal wall panels, glazing, and metal roofing system. The trash enclosure will be constructed of composite to match the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: I10 COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on June 9, 2026, and recommended approval: Approval of a Site Plan for Blue Drift (1280 SE Westown Parkway) Andy Kass, Community Development Director, introduced the request for approval of a site plan for a commercial building, as requested by Koios Kettlestone Central LLC and Koios Management Group, represented by Nikki Neal of Civil Design Advantage. The property is located south of SE Westown Parkway and east of Grand Prairie Parkway, within the Kettlestone Corridor, containing approximately 0.61 acres. The lot was recently platted as Lot 2 as part of Kettlestone Central South Plat 4 in October 2025. The lot is currently vacant. The project includes a single-story commercial building with a basement for a health spa. The first floor of the building is proposed to be 5,805 square feet in area and just under 27 feet in height at the tallest point. The basement square footage is 4,520 square feet. COMPREHENSIVE PLAN The subject property is located within the Kettlestone Corridor. The land use shown within the Kettlestone Master Plan for the subject property is office. The Kettlestone Master Plan is intended to act as a guide for land use while at the same time allowing for flexibility of land uses. The intent is that the land use designations can move based upon market demands. STAFF RECOMMENDATION The proposed site plan is in general conformance with the Site Plan Ordinance and Kettlestone Master Plan.
