AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 15, 2026 AGENDA ITEM: Consideration of approval of resolution approving a site plan for Waypoint Resources (100 4th Street) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for exterior improvements to an existing commercial site. The property is located south of Laurel Street and west of 4th Street containing 0.65-acres. The subject property has been utilized as a daycare center since 2012 when the existing building on the property was constructed. The daycare center has since closed, and the property owner is in the process of selling the property to Waypoint Resources. Waypoint Resources is a Waukee based non-profit organization that provides services to the community including food pantry, medical care, and other services for community members in need. Waypoint Resources intends to relocate their operations from their current space within Westview Church to the subject property. No modifications to the existing building are proposed at this time. The site plan does identify the potential for future expansion should they need additional space at a later date. The primary improvements to the site include repaving some existing parking areas south of the building and adding a new parking area to the west of the building. Access to the site is provided from 4th Street on the east side of the property. A new access from Laurel Street is proposed to be added to allow access to the parking area west of the building. The C-2 zoning district has no parking requirements; however, the applicant is proposing to add 22 new parking spaces to the site for their clients to utilize. The site is already served by existing sanitary sewer, water main, and storm sewer. The proposed parking area is within an existing dry bottom detention basin. To pave the parking area and still provide storm water detention for the site, the applicant intends to install an underground detention system that will be below the proposed parking lot. The property owner will be responsible for the maintenance of the underground detention system. The C-2 district has no minimum open space requirement or landscaping requirements; however, the landscape plan identifies that 30% of the site will be open space. The site plan does show the addition of plantings on the west side of the parking area and trees within the parking lot islands. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: I12 COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on June 9, 2026, and recommended approval: Approval of a Site Plan for Waypoint Resources (100 4th Street) Andy Kass, Community Development Director, introduced the request for approval of a site plan for exterior improvements to an existing commercial site, as requested by Sunset Beginnings, LLC and Waypoint Resources, represented by Ed Pelds of Pelds Design Services.
