AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 6, 2026 AGENDA ITEM: Public hearing on an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from K- MF-SM [Kettlestone Multi-Family Stacked Medium District] to K-MF- SM/PD-1 [Kettlestone Multi-Family Stacked Medium District with a Planned Development Overlay] (The Wren) FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: The property owner is AP North, LC and the applicant is Axiom Consultants, LLC. The property is generally located east of Grand Prairie Parkway and north of SE Ashworth Road, containing approximately 5.78-acres. The property was zoned to the K-MF-Stack Medium district in 2016 as part of the initial rezoning for the Ashworth North development. The applicant is requesting that the property be rezoned to apply a Planned Development Overlay over the property to account for some aspects of the proposed project that are not allowed within the underlying K-MF-Stacked Medium District. The primary need for the Planned Development Overlay is due to the proposed height of the building. The proposed building is four stories in height and the K-MF-Stacked Medium District only allows three-stories buildings. Notification to adjacent property owners was mailed on June 12, 2026. The rezoning sign was placed on the property by the June 15, 2026, deadline. Staff have not received any correspondence regarding this request. The concept plan provided identifies the development of an active adult living community with an underground parking structure with four four-story towers attached to it. Each tower would have between 19 and 21 dwelling units for an overall total of 80 units. The units are intended to be for rent. The dwelling units would be offered in 1,100, 1,250, and 1,550 square foot sizes and have two to three bedrooms. The proposed density of the project is 13.84 units per acre which is less than the maximum allowed of 14 units per acre. A clubhouse/welcome center is shown on the concept plan as well and is intended for use of the residents for gatherings, resident events, and other uses. A swimming pool and sport courts are also included in the concept. The proposed height of the towers are four stories. The K-MF Stacked Medium district allows up to three stories. The attached Planned Development document includes a provision to allow up to four stories on the property. Access to the property is shown to be provided from SE Glacier Trail and SE Esker Ride Drive. There are two surface parking areas as well as an underground parking area for the residents use. The underlying zoning and the proposed Planned Development are consistent with the land uses identified in the Kettlestone Master Plan and the Kettlestone Design Guidelines. The Kettlestone Master Plan and Design Guidelines are intended to be flexible to accommodate unique aspects of G1 the individual projects within the planned area. The overall density of project is within the allowable density of the district, and all other bulk regulations have been demonstrated to be met. The property included within the rezoning will be required to go through platting and site plan approval prior to any development within the property. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the rezoning request on June 23, 2026, and recommended approval: Approval of a Rezoning related to a change from K-MF-Stacked Med (Kettlestone Multi- Family Stacked Medium District) to K-MF-Stacked Med (Kettlestone Multi Family Stacked Medium District) / PD-1 (Planned Development Overlay) [The Wren] Andy Kass, Community Development Director, introduced the request for approval of a rezoning amendment to include a Planned Development Overlay over the property, as requested by AP North LLC and Axiom Consultants, LLC, represented by Danielle Cavanary of Axiom Consultants. The property is generally located east of Grand Prairie Parkway and north of SE Ashworth Road, containing approximately 5.78 acres. Maximum building height: 4 stories 2. The towers attached to the parking structure shall be considered on e building.
