AGENDA ITEM:Consideration of approval of a resolution approving FY2027 funding
pursuant to the 28E Agreement with Central Iowa Shelter and Services,
Inc.

SYNOPSIS INCLUDING PRO & CON: The City has an existing 28E agreement outlining
certain obligations of the City and Central Iowa Shelter and Services. A
resolution to approve the funding amount approved in the budget for the
upcoming fiscal year must now be considered.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:$30,000.00

THE CITY OF WAUKEE, IOWA
RESOLUTION 2026-
APPROVING FY2027 FUNDING PURSUANT TO THE 28E AGREEMENT WITH
CENTRAL IOWA SHELTER AND SERVICES, INC.
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, since 1992 Central Iowa Shelter and Services, Inc’s (Agency) mission has been
to provide low-barrier shelter, meals and support services at no cost to adults experiencing
homelessness and to facilitate their move toward self-sufficiency; AND,
WHEREAS, in September 2012, the Agency opened its new facility. The facility grew from
being 8,000 square feet and 96 beds to 207 beds and 42,000 square feet. It is equipped to provide
expanded emergency shelter (150 beds); expanded transitional housing for Veterans (19 rooms);
and Section 8 Project-Based Voucher efficiency apartments (38 rooms). Along with expanded
housing capacity, CISS also provides an on-site health clinic, food pantry, clothing closet,
classrooms, and a 30-foot growing dome; AND,
WHEREAS, agency guests and residents are provided evening and breakfast meals; access to
shower and laundry facilities, a weekly medical clinic, and group counseling; as well as
individualized case management, life skills instruction, and referrals to other community
services/benefits; AND,
WHEREAS, the City does not have facilities or staff to house or provide services for those that
may experience homelessness in the community; AND,
WHEREAS, the City has an existing 28E agreement with Central Iowa Shelter and Services,
Inc., establishing the procedures and mechanisms for the administration of a fund to make
available adequate exercise, sports and recreational opportunities continue to exist for the
underprivileged within the City.
NOW THEREFORE BE IT RESOLVED that a contribution in the amount of $30,000.00 be
made to Central Iowa Shelter and Services, Inc., for fiscal year 2027 to be administered pursuant
to the 28E agreement with Central Iowa Shelter and Services, Inc.
BE IT FURTHER RESOLVED that payment shall be made upon receipt by the City of
Waukee of an invoice from Central Iowa Shelter and Services, Inc., for the amount designated
herein and that the City shall pay the Provider no sooner than July 1, 2026.
Passed by the City Council of the City of Waukee, Iowa, and approved this the 6th day of July,
2026.
