HomeMy WebLinkAbout2026-06-15 Resolution 2026-274_FY2026-2027 Strategic PlanTHE CITY OF WAUKEE, IOWA RESOLUTION 2026-274 APPROVING CITY OF WAUKEE FY2027 STRATEGIC PLAN IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County; AND, WHEREAS, over the course of several work session meetings, the Waukee City Council discussed strategic planning priorities and goals for Fiscal Year 2027, attached hereto as Exhibit A. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 15th day of June, 2026, that it hereby approves the City of Waukee FY2027 Strategic Plan. Assess long-term service options for emergency dispatch and E-911 in coordination with Westcom partners 2. Define next steps and actions for Hunter Hollow Annexation 3. Complete a comprehensive security and safety plan for parks, trails and underpasses including a funding recommendation 4. Advance affordable housing initiatives including funding phase 2 of the city owned land identified for affordable housing, defining incentives for future projects and defining Waukee's role in regional goals 5. Define opportunities to strengthen intergovernmental and community partnerships with federal agencies, State of Iowa and Dallas County 6. Set goals, priorities, design standards and the disposal process of city owned property designated for private development within the Civic Campus High Priorities 7. Create master plan for the Civic Campus major park component including options for an outdoor entertainment venue and identify funding and timing for project 8. Inventory open and green spaces and set long term direction for preservation 9. Complete a comprehensive traffic study for the Ute Avenue corridor and develop a phased implementation plan for improvements 10. Develop a strategy to reduce water consumption 11. Create and execute a resident engagement plan 12. Set direction for crisis intervention efforts for Waukee Police Department 13. Define direction and seek partner for developing City -owned property in the Triangle Business District Mayor and City Council Priorities Management Agenda for 2026-2027 Top Priorities 1. Complete and adopt Economic Development Master Plan 2. Coordinate with Apple on data center development 3. Complete annual update to City Staffing Plan 4. Prepare analysis and recommendations for non -union employee compensation 5. Adopt and implement updated e-bikes/scooter ordinance High Priorities 6. Outline plan and responsibilities for outdoor music venue at Waukee Towne Center 7. Finalize design, phasing and implementation for Kettlestone Corridor Enhancements project 8. Adopt Imagine Waukee 2040 Comprehensive Plan Update 9. Complete and Adopt Parks and Recreation Master Plan 10. Update Long -Range Financial Plan to account for new property tax laws and future infrastructure projects 11. Finalize and adopt Technology Services Master Plan and adopt policies 12. Provide regular Economic Development reports
