CITY OF WAUKEE, IOWA
CITY COUNCIL MEETING COMMUNICATION
MEETING DATE: July 20, 2026
AGENDA ITEM:Consideration of approval of Change Order No. 2 to Elder Corporation
for the 10th Street Extension Project increasing the contract in the amount
of $3,500.00.
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: Change Order No. 2 is for a revision to the contract
adding a temporary stream diversion and bypass pumping item to facilitate installation of the
sanitary sewer crossing. During construction, the existing stream was found to be deeper than
anticipated, resulting in reduced cover between the stream bed and the proposed sanitary sewer.
To mitigate the risk of impacts to the trenchless installation and maintain stream stability, a
temporary stream diversion and bypass pumping system was implemented around the crossing
limits. This measure was deemed necessary because a stream collapse could have expanded the
limits of disturbance, increased the duration of construction activities, and resulted in greater
impacts to the golf course property. This item includes all labor, equipment, materials, and
restoration required to establish and maintain the temporary diversion, provide bypass pumping,
remove the temporary works, and restore the stream channel to original grades.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The net result of this
Change Order increases the contract price in the amount of $3,500.00.

RE: Change Order #2 – Review and Recommendation to Approve
10th Street Extension
Dear Mr. Koester:
Please find attached Change Order #2 for the 10th Street Extension project. The change order includes
the following items:
• Temporary Stream Diversion and Bypass Pumping
This change order revises the contract to add temporary stream diversion and bypass pumping item to
facilitate installation of the sanitary sewer crossing. During construction, the existing stream was found
to be deeper than anticipated, resulting in reduced cover between the stream bed and the proposed
sanitary sewer. To mitigate the risk of impacts to the trenchless installation and maintain stream
stability, a temporary stream diversion and bypass pumping system was implemented around the
crossing limits. This measure was deemed necessary because a stream collapse could have expanded
the limits of disturbance, increased the duration of construction activities, and resulted in greater
impacts to the golf course property. This item includes all labor, equipment, materials, and restoration
required to establish and maintain the temporary diversion, provide bypass pumping, remove the
temporary works, and restore the stream channel to original grades.
We have reviewed the change order items and unit prices, and both are in line with anticipated
amounts. If City staff concurs with this change, we recommend the City of Waukee approve this change
order in the amount of $3,500.00 to the construction contract for the 10th Street Extension project with
Elder Corporation of Des Moines, IA.
Sincerely,
SHIVE-HATTERY, INC.
