The property is located north of west of NE Alice’s Road and north of Hickman Road, containing 12.84-acres. The property is zoned C-1B, Large Scale Commercial District. The existing grocery store building was constructed in 2013. In 2019, the Aisles Online structure was built within the parking lot, north of NE Venture Drive. A previous site plan was approved for the expansion of Hy-Vee, but nothing has been built. The applicant is now requesting a new site plan approval for an expansion to the existing store, which will include an Aisles Online and pharmacy pickup just to the west of the building and additional loading docks at the northwest corner of the building. The project includes an addition to the existing grocery store building. The proposed addition is 4,885 square feet in area. The proposed site plan includes a canopy and drive-thru lanes along the west side of the proposed building addition for the Aisles Online and pharmacy pickup. The existing Aisles Online structure will be removed from the site, and the area will return to standard parking stalls to serve customers. The proposed site plan also includes two new loading docks at the northwest corner of the building. The final plat includes combining the existing lot that the store is on with the unplatted parcel to the west, for one large lot that is 12.84-acres in area. No changes are proposed to existing accesses. The proposed site plan will add a total of 24 parking spaces. A total of 509 parking spaces are required for the proposed site plan and a total of 708 spaces are provided. A minimum of 20% of the site is required to be open space, they are providing 26%. They are providing the required amount of plantings, including landscape buffers along the west and north sides of the site. The building elevations of the building addition are proposed to be constructed primarily of brick, precast concrete panels, EIFS, and glazing. These materials match the existing Hy-Vee building. I7A-B FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat and site plan request at their meeting on June 23, 2026, and recommended approval: Approval of a Final Plat for The Crossing at Alice’s Road Plat 6 and Approval of a Site Plan for Hy-Vee Waukee Expansion (1005 E Hickman Road) Andy Kass, Community Development Director, introduced the request for approval of a final plat and site plan for an addition to the existing grocery store for Hy-Vee, as requested by Hy-Vee, Inc., and Luis Leon of LT Leon Associates, Inc. The property is generally located west of NE Alice’s Road and north of Hickman Road, containing approximately 12.84 acres. The existing grocery store building was constructed in 2013. In 2019, the Aisles Online structure was built within the parking lot, north of NE Venture Drive. A previous site plan was approved for the expansion of Hy-Vee, but nothing has been built. This site is already serviced with all public utilities. Stormwater detention will be provided with a bioretention cell at the north side of the proposed addition. A minimum of 20% of the site is required to be open space. The total amount of open space proposed is 26%. Landscape buffers will be provided along the west and north sides of the expansion area in order to provide screening between the commercial and residential land uses. Plantings are being provided throughout the site in compliance with the Landscape & Open Space Ordinance.
