RESOLUTION 2020-086
APPROVING A MEMORANDUM OF UNDERSTANDING WITH COMMUNICATIONS
WORKERS OF AMERICA (CWA), LOCAL #7102, AFL-CIO, REGARDING ADDITION
OF THE POSITION AND PLACEMENT ON THE WAGE MATRIX TO THE JULY 19
2013 - JUNE 30, 2016 CONTRACT [FIREFIGHTER/EMT (CAREER)]
IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on May 23, 2016, the Waukee City Council approved a Collective Bargaining
Agreement with the Communications Workers of America (CWA), Local #7102, AFL-CIO, in
effect July 1, 2016 through June 30, 2021 (Resolution #16-219); AND,
WHEREAS, the City of Waukee and representatives of CWA, Local #7102, have reviewed and
approve a Memorandum of Understanding for the current Collective Bargaining Agreement
related to the position addition of Firefighter/EMT (Career), and the placement on the wage
matrix. Firefighter/EMT (Career) employees working a 24 hour schedule will be placed at the
newly created grade GS-3.5 and Firefighter/EMT (Career) employees working an 8 or 10
hour/day schedule will be placed on the wage matrix at GS-9; AND,
WHEREAS, the Memorandum of Understanding is attached hereto and by reference
incorporated herein; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 23`d day of March, 2020, that the Memorandum of Understanding with Communications
Workers of America (CWA) regarding addition of the position of Firefighter/EMT (Career) — 24
hr., and Firefighter/EMT (Career) — 8 hr. and placement on the wage matrix to the July 1, 2013 -
June 30, 2016 Contract is hereby approved.

MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF WAUKEE, IOWA AND
THE COMMUNICATIONS WORKERS OF AMERICA, LOCAL 7102, AFL-CIO
This Memorandum of Understanding ("Memo") is entered into on this l II day of March 2020, by and
between the City of Waukee, Iowa ("City") and the Communications Workers of America, Local 7102, AFL-CIO
("Union').
WHEREAS, City and Union entered into a collective bargaining agreement for the period of July 1, 2016,
through June 30, 2021," (the "Contract"); and
WHEREAS, the Contract governs certain conditions of employment for members of the Union who are
employed by City; and
WHEREAS, this Memo adds a new position, Firefighter/EMT (Career) and creates a new pay grade, GS-3.5;
and
WHEREAS, the GS-3.5 steps will be as follows:

And,
WHEREAS, employees in the Firefighter/EMT (Career) classification may work either an 8 or 10 hour/day
schedule OR a 24 bour schedule; and,
WHEREAS, those employees working an 8 or 10 hour/day schedule will be placed on the wage matrix in the
existing grade GS-9 and indicated by the title of Firefighter/EMT - 8 hr, and
WHEREAS, those employees working a 24 hour schedule will be included in the newly created GS-3.5 grade
level and indicated as Firefighter/EMT - 24 hr.; and,
WHEREAS, any Firefighter/EMT (Career) who successfully completes and obtains the certification of
Paramedic, issued by the Iowa Department of Public Health, and is working 8-10 hours/day will be moved into
Firefighter/Paramedic - 8 hr. (GS-12) or, if working a 24 hour schedule will be moved into Firefighter/Paramedic -
24 hr. (GS-6.5) grade level,
IT 1S THEREFORE AGREED, by and between City and Union, that Firefighter/EMT (Career) will be
considered contained within the collective bargaining agreement for all purposes of rights under the contract.
