AN ORDJNANCE TO AMEND CHAPTER 111,SECTION 111.8,WAUKEE
MUNICIPAL CODE,AUTHORIZATIONS TO EXPEND,TO PROVIDE FOR A CHANGE IN
PROCEDURE WHEN THE FJNANCE OFFICER AUTHORIZES AN EXPENDITURE BY
DELETJNG IN SAID SECTION ALL "REFERENCES TO PURCHASE ORDERS"
BE IT ORDAJNED by the Council of the City of Waukee:
Section I,Chapter III,Waukee Municipal Code,Section 111.8,Waukee Municipal Code,
Authorizations to Expend,to provide for a change in procedure when the finance officer authorizes
an expenditure by deleting in said section all "references to purchase orders"so that said section
reads as follows:
"The finance officer shall determine the availability of an
appropriation sufficient to pay for such a purchase,and whether the
purchase,if a major item,has been authorized by the budget or other
council approval.The finance officer shall draw a warrant/check
only upon an invoice received or progress billing for public
improvement,and a signed receipt indicating the materials have been
delivered of the quality,and in the quantities indicated,or the
services have been performed satisfactorily to the extent billed,and
only if an appropriation is available.No purchase shall be authorized
unless there is an appropriation available or the council amends the
appropriations,or transfer of appropriation is made in accordance
with power delegated by council and within the limits set by law and
the council."

Section 2.Repealer.All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are hereby repealed.
Section 3.Severability Clause.If any section,provision or part of this ordinance shall be
adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance
as a whole or any section,provision,or part thereof not adjudged invalid or unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect upon its final passage,approval
and publication as provided by law.
Passed by the City Council of the City of Waukee,Iowa,this 2nd day of June 2003 and approved
this 2nd day of June 2003.
