JOB DESCRIPTION
Job Title: Assistant Director Public Works - Operations Reports to: Public Works Director
Dept/Div: Public Works/Operations Direct Reports: Water/Wastewater, Streets
Pay Grade: N38 & Infrastructure Superintendents, Utility Locators,
FLSA Status: Exempt – Executive Traffic Signal Technicians and Equipment
Service Technicians
JOB PURPOSE: The Assistant Director Public Works - Operations ensures that the Public Works Operations
Division including Infrastructure, Streets, Water/Wastewater and Equipment Services are
conducted in accordance with State laws and accepted standards while minimizing risk to
the public and that the public’s resources are managed responsibly.
ESSENTIAL FUNCTIONS:

1. Leads the Operations Division staff through selection, orientation, training, performance management and
discipline according to standard operating procedures, City policy and departmental rules and regulations.
2. Develops and directs the Operations Division policies, procedures, regulations, programs, systems,
operations, goals and objectives.
3. Oversees the financial aspects of the Operations Division, including accounting for division revenues,
approving expenditures, keeping accurate inventory and preparing the annual CIP and budget request.
4. Determines ways to increase overall effectiveness and efficiency of the Operations Division.
5. Assists in the coordination of projects involving Federal, State and local funding.
6. Prepares and submits various reports on departmental activity to local and state authorities.
7. Keeps the Public Works – Operation Division in compliance with all Federal and State safety standards and
regulations.
8. Responds to customer complaints pertaining to all areas of responsibility, investigates causes, takes
corrective action as appropriate and maintains record of resolutions.
9. Performs other duties or assumes other responsibilities as apparent or assigned.

as necessary, in assisting all other teams.

stakeholders.
10. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and
procedures ensuring that all work performed and all staff members meet those standards while exhibiting
consistent treatment of all staff.

QUALIFICATIONS:
1. Bachelor’s Degree in related field from an accredited college or university required.
2. Minimum of three (3) years of experience related to municipal public works required.
3. Two (2) years of supervisory experience.
4. Must possess a valid Class B Iowa Commercial Driver’s License (CDL) with air brake endorsements or
ability to obtain within 30 days of hire and meet the requirements of the City’s motor vehicle policy.
5. Water Distribution Grade III Certification and Wastewater Collection Grade II Certification or the ability to
obtain the certifications within one year of hire.
6. Able to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with
several abstract and concrete variables.
7. Knowledge of federal, state and local codes and regulations governing design and construction of public
works projects.
PHYSICAL REQUIREMENTS:
1. Ability to read and interpret technical information from meters, gauges and charts relating to the operating
status of plant equipment and systems and take corrective action when necessary.
2. Able to effectively present information and respond to questions from groups of directors, staff, developers,
contractors, colleagues, elected officials and the general public
3. Able to prepare and present accurate and reliable reports containing findings and recommendations.
4. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather.
5. Able to distinguish sounds to troubleshoot equipment.
6. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and
office equipment.
7. Able to sit for long periods of time and to maintain focus on project such as computer screen.
8. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic
devices and handwritten) in English with other employees and the community.
WORKING CONDITIONS:
1. Climate-controlled office with hazards typical of that environment.
2. Position requires travel within and outside of the City which imposes common travel hazards.
3. Position requires outdoor work where heat, cold, precipitation and the results of weather and nature may be
encountered.
4. May be exposed to dust, noise, and moving machinery causing potentially dangerous conditions.
5. Standard work hours will be Monday – Friday, 7:00 AM – 3:30 PM and position will often include meetings,
presentations and events during weekends and evenings.
6. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within Waukee Public Works Building.
7. The employee in this position is required to reside within a 30 minute radius of the City limits due to the need
to respond to emergency calls in a timely manner to protect the health, safety and welfare of the citizens of
Waukee.
